                <p xml:id="par1">By the coinage Act &amp; the Indenture &amp; usage of the Mint <lb xml:id="l1"/>the Master &amp; Worker received Gold &amp; Silver only in the mass at <lb xml:id="l2"/>the just value by weight &amp; assay to be coined. He may <del type="strikethrough">also</del> buy <lb xml:id="l3"/>Bullion of <del type="strikethrough">an</del> uncertain value, but not knowingly to loss, &amp; must <lb xml:id="l4"/>account for the profit<choice><orig> </orig><reg/></choice><del type="strikethrough">&amp; loss</del>: but this way of <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>uying of bullion is not <lb xml:id="l5"/>in use.</p>
                
                <p xml:id="par2">When Plate or old moneys are <del type="strikethrough">imported in specie</del> to be coined the <lb xml:id="l6"/>Importer either causes <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>he same to be melted <del type="strikethrough">down</del><add place="supralinear" indicator="no">into Ingots</add> at his <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>wn <lb xml:id="l7"/>charge before delivery, or delivers <add place="inline" indicator="no">i</add>t<del type="strikethrough">hem</del> to a general Importer <lb xml:id="l8"/>who causes <add place="inline" indicator="no">i</add>t<del type="strikethrough">hem</del> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>o be melted into Ingots, <del type="strikethrough">&amp; then<add place="supralinear" indicator="no"><del type="strikethrough">deliver</del></add> the Ingots <lb xml:id="l9"/>are delivered</del> <del type="over">to</del><add place="over" indicator="no">a</add><add place="inline" indicator="no">nd</add> the Master of the Mint <add place="supralinear" indicator="yes">receives the ingots</add> by weight &amp; assay to <lb xml:id="l10"/>be coined. For <lb xml:id="l15"/>the Master is not to be trusted with silver of uncertain value <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out due checks <lb xml:id="l16"/>upon him.</p>
                
                <p xml:id="par3">When the present M<del type="over"><hi rend="superscript">r</hi></del><add place="over" indicator="no">a</add>ster &amp; Worker was first spoken to <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ab</add>out <lb xml:id="l17"/>receiving the plate, he represented that he was ready to receive it &amp; <lb xml:id="l18"/>give receipts for it by weight, &amp; that some person or persons should <lb xml:id="l19"/>be appointed to carry it from him by weight to the melting pot<add place="inline" indicator="no">,</add> <del type="strikethrough">to <unclear reason="del" cert="medium">see</unclear> <lb xml:id="l20"/>it melted &amp; assayed</del> &amp; to deliver back to him by weigh<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add> &amp; assay the In<lb type="hyphenated" xml:id="l21"/>gots produced, &amp; keep an account of the meltings. This was the me<lb type="hyphenated" xml:id="l22"/>thod <del type="strikethrough">used</del> <del type="over"><unclear reason="del" cert="high">in</unclear></del><add place="over" indicator="no">in</add> coining the Vigo plate. <del type="strikethrough">He spoke also of other <unclear reason="del" cert="medium">me</unclear></del></p>
                
                <p xml:id="par4">Some days after <del type="over">t</del><add place="over" indicator="no">w</add>he<del type="over"><unclear reason="del" cert="low">m</unclear></del><add place="over" indicator="no">n</add> the House of Commons voted an Address <lb xml:id="l23"/>to her <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> to give directions to the Officers of the Mint to receive <lb xml:id="l24"/>Plate <del type="over">&amp;</del><add place="over" indicator="no">t</add>he Master of the Mint was perplexed thereat &amp; told his fellow <lb xml:id="l25"/>Officers that nothing more was to be understood by that Address then <choice><abbr>y<hi rend="superscript"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add></hi></abbr><expan>that</expan></choice> <lb xml:id="l26"/>her <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> should give directions to the proper Officer or Officers, &amp; <lb xml:id="l27"/>accordingly prepared a Warrant for himself alone <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> blancks for <lb xml:id="l28"/>the names of his fellow Officers <del type="strikethrough"><add place="inline" indicator="no">t</add>or O</del> to be inserted <del type="over">of</del><add place="over" indicator="no">by</add> the Lords Com<lb type="hyphenated" xml:id="l29"/><choice><orig>m<hi rend="superscript">rs</hi></orig><reg>missioners</reg></choice> of the Treasury <del type="strikethrough">shall think</del> if they thought fit. But the <lb xml:id="l30"/>Warden of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint fell into a passion at the blancks &amp; said that <lb xml:id="l31"/>he would not go in to the Lords unless the blanks were first filled <lb xml:id="l32"/>up &amp; at his desire they were filled up. The<add place="inline" indicator="no">n</add> <del type="strikethrough">next morning</del> the Master <lb xml:id="l33"/>prepared a distinct Warrant for himself as Master to c<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>in the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>late, but <lb xml:id="l34"/>the Warden <del type="strikethrough">opposed</del><add place="supralinear" indicator="no">rejected</add> it.</p>
                
                <p xml:id="par5">When the two Million Act <del type="strikethrough">passed</del> was published &amp; the Master <lb xml:id="l35"/>al<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>ne (after a stay of some <del type="strikethrough">months</del> days for the concurr<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>nce of his fellow <lb xml:id="l36"/>Officers) acquainted <add place="inline" indicator="no">t</add>h<del type="over">is</del><add place="over" indicator="no">e</add> Lord<choice><sic><hi rend="superscript">p</hi></sic><corr type="delText"><hi rend="superscript">p</hi></corr></choice> <add place="supralinear" indicator="yes"><choice><abbr>H.</abbr><expan>High</expan></choice> Treasurer</add> with the defect of the Act &amp; in a second <lb xml:id="l37"/>memorial laid the state of <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>he plate before <del type="strikethrough"><del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">his</add> L<hi rend="superscript">d</hi> H. Treasurer</del> his <lb xml:id="l38"/><choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> &amp; in order to a third memorial was informing himself whether <lb xml:id="l39"/>5<hi rend="superscript">s</hi> <choice><abbr>p<hi rend="superscript">r</hi></abbr><expan>per</expan></choice> <choice><abbr>oz</abbr><expan>ounce</expan></choice> would content the Importers till the <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> met, &amp; told <lb xml:id="l40"/>the W<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>rden that he found that it would: the Warden declared against <lb xml:id="l41"/>it unless the Importers would deliver up their receipts upon payment <lb xml:id="l42"/>of what the plate produc<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>d &amp; take certificates for the remainder. Which <lb xml:id="l43"/>the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">I</add>mporters bein<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">g</add> averse from, the Master desisted till <del type="strikethrough">the Warden</del><add place="infralinear" indicator="no">he heard that</add> <fw type="catch" place="bottomRight"><del type="strikethrough">told</del></fw><pb xml:id="p532v" n="532v"/> <del type="strikethrough">told him</del> <choice><sic>that</sic><corr type="noText"/></choice> the Officers of the Mint would be summoned to attend <lb xml:id="l44"/>his <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice>, &amp; then <del type="strikethrough">the Master</del> stated the case to the Attorney General <lb xml:id="l45"/>&amp; brought the Attorneys opinion thereupon to his <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> with the form <lb xml:id="l46"/>of a Warrant for paying 5<hi rend="superscript">s</hi> per ounce to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Importers, being fully satis<lb xml:id="l47"/>fied that it would have quieted them till the meeting of the <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> <lb xml:id="l48"/>if the Warden of the Mint would but have been content with an <lb xml:id="l49"/>endorsement of the paym<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>nts without taking back the Receipts given out <lb xml:id="l50"/>for plate.</p>
