In obedience to your LordpsLordships Order of Ref.Reference of Nov. 9th instandt of upon the annexed petition of the several Gentlemen in Cornwall fo about renewing the contract for Tin we have considered the same & are humbly of opinion that if ther MatyMajesty shall contract for no be not made for a greater quantity of Tin then shall be annuall yethe consumption shall annually carry off: her mMajtyajesty may safely without loss give 3li 10s per Ccwt stan.stannary wtweight, the sta Tinners paying the coynage Duty & Post Groats or an equivalent: And by considering the annual consumption in this & the three formers contra years& grownded the interest of money advanced b upon the Tin biseinngot reckoned at no more then 5 prper cent. And the consumption in this & the three former years amounting at ata medium to about 15460 or 1500 Tunns pr an stannary wt, we are humbly of opinion that the annuall consumption in the next contract in times of war will continue will be much the same in times of war, & but what it will be in times of peace we have hitherto had no experience by wchwhich we can make a jugmentjudgement. But considering that at present considerable quantities of Tin are coyned through Holland Germany &other countries into France & we are humbly & Spain the only two coyntres of the enemy wth wchwhich we have not an open trade, & that the consumption of those two countries amounted before the present war amounted only to about Tuns annually: we do not yet see reason to beleivebelieve that the consumption in times of peace will amount to more then 1600 Tunns pr an stannary wt. And we are humbly of opinion that yethe consumption annuall consumption of Tin in the next contract will in times of war be much the same that it has been in this & the three former contracts wchwhich one year wth anotherlast years wchwhich at a medium has amounted to about 1500 Tunns of Tinn annuallyper anannum stannary wtweight. AndBut what it will be may prove will be in times of peace we cannot affirm in times of pea do not yet know by any experience: but beltare not bled to judge by any experience. Yet considering that Tin is in quantity conveyed through other countries (& sometimes by captures) into France & Spain wthout the only countries wthwith wchwhich we have not a free trade during the warat present & that the consumption of Tin in those two countries (by the Customes house books)) amounted only to about Tunns per annum befor yethethe war began, we are humbly of opin not yet satisfied that in times of peace the consumption will exceed 1600 Tunns per anannum.
