                <p rend="indent0" xml:id="par3">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference upon the <lb xml:id="l9"/>Petition <space dim="horizontal" unit="chars" extent="3"/>of <choice><orig>I</orig><reg>J</reg></choice>ohn Pery &amp; others for supplying the Mint <lb xml:id="l10"/>with either blanks or plates of fine copper to be coined <lb xml:id="l11"/>into half pence <del type="over">&amp;</del><add place="over" indicator="no">or</add> farthings, <del type="strikethrough">we</del> <add place="supralinear" indicator="no">I</add> humbly represent that <lb xml:id="l12"/>whenever there shall be a coinage of copper money whether <lb xml:id="l13"/>it be by <del type="cancelled"><unclear reason="del" cert="medium">Coin</unclear></del> Patent or upon account, the whole coinage <lb xml:id="l14"/>including the making of the blanks be done in the Mint it being <lb xml:id="l15"/>unsafe to have coining tools <del type="strikethrough">abread</del> &amp; coinage abroad. And that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l16"/>Petitioners &amp; others who have copper works be treated with, <lb xml:id="l17"/>&amp; his copper chosen <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is best coloured &amp; most malleable &amp; <lb xml:id="l18"/>cheapest of those sorts of copper <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> will hammer when red <lb xml:id="l19"/>hot. Such copper is worth about 11 or 12<hi rend="superscript">d</hi> the pound<del type="over">.</del><add place="over" indicator="no">,</add> <add place="supralinear" indicator="no">&amp;</add> There is <lb xml:id="l20"/>no certain test of finer copper. And the great price of the finest <lb xml:id="l21"/>copper will tempt people to counterfeit the money made <lb xml:id="l22"/>thereof. <add place="inline interlinear" indicator="no">The copper may be either <del type="strikethrough">wrough</del> hammered into plates at <lb xml:id="l23"/>the <del type="cancelled">All <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice></del> copper mills or cast into barrs <add place="supralinear" indicator="yes">in the Mint</add> by the <del type="strikethrough"><unclear reason="del" cert="low">mixtures</unclear></del><add place="supralinear" indicator="no">addition</add> of <lb xml:id="l24"/>2 or 3 ounces of Tin to an hundred weight of copper in fusion to <lb xml:id="l25"/>make the metal <del type="cancelled"><unclear reason="del">to</unclear></del> run close. The latter way is cheape<del type="over">s</del><add place="over" indicator="no">r</add><del type="cancelled">t</del> by 2<hi rend="superscript">d</hi> <lb xml:id="l26"/>in the pound weight &amp; the less the extrinsic value of the money is <lb xml:id="l27"/>the less apt it will be to be counterfeited.</add></p>

                <p xml:id="par4"><add place="inline interlinear" indicator="no">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Regerence upon the Petitions of <choice><orig>I</orig><reg>J</reg></choice>ohn <lb xml:id="l28"/>Pery &amp; others for making either blancks of plates of fine coper for coining half pence <lb xml:id="l29"/>or farthings We humbly represent <choice><abbr><lb type="intentional" xml:id="l30"/>~ ~ </abbr><expan/></choice>That copper money is at <choice><abbr><hi rend="overline">pre</hi>nt</abbr><expan>present</expan></choice> very little wanted, but if it shall be <lb xml:id="l31"/>thought fit to put the coinage of such money into a standing method, We are <lb xml:id="l32"/>humbly of opinion</add> 
                    <choice><abbr><space dim="vertical" unit="lines" extent="1"/></abbr><expan/></choice> 
                    <add place="lineBeginning" indicator="no">1</add> <hi rend="large">That</hi> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> whole coinage, including the blanks, be done in the Mint, <lb xml:id="l33"/>it being unsafe to have coining tools <del type="strikethrough">abroad</del> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> coinage abroad.</p>
                
                <p xml:id="par5"><add place="lineBeginning" indicator="no">2</add> That it be done of <del type="strikethrough">copper either hammered into pla such</del><add place="supralinear" indicator="no">the cheapest</add> fine <lb xml:id="l34"/>copper <choice><abbr><del type="over">as</del><add place="over" indicator="no">w<hi rend="superscript">c</hi></add><hi rend="superscript">h</hi></abbr><expan>which</expan></choice> will hammer when red hot &amp; is worth about 11<hi rend="superscript">d</hi> or 12<hi rend="superscript">d</hi> per <lb xml:id="l35"/><choice><abbr>lw<hi rend="superscript">t</hi></abbr><expan>pound weight</expan></choice>. In finer &amp; dearer copper we may be <del type="strikethrough">cheated</del><add place="supralinear" indicator="no">deceived</add>, there being no certain <lb xml:id="l36"/>test of its degrees of fineness, &amp; the <add place="supralinear" indicator="yes">great</add> price will tempt <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">f</add>als coiners to counterfeit it</p>
                
                <p xml:id="par6"><add place="lineBeginning" indicator="no">3</add> That it be done <del type="strikethrough">either</del> out of copper <add place="supralinear" indicator="yes">either</add> hammered into plates at the copper <lb xml:id="l37"/>mills, or cast into <del type="strikethrough">blanks <unclear reason="del">a</unclear></del> barrs or fillets at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint with an addition <lb xml:id="l38"/>of two or three ounces of Tin to an hundred weight <add place="supralinear" indicator="yes">of copper in fusion</add> to make the <lb xml:id="l39"/><del type="strikethrough">copper</del><add place="supralinear" indicator="no">metal</add> runn close. The last way is cheapest by 2<hi rend="superscript">d</hi> in the pound <choice><abbr>w<hi rend="superscript">t</hi></abbr><expan>weight</expan></choice> <lb xml:id="l40"/>&amp; therefore <del type="cancelled"><unclear reason="del">p</unclear></del> to be preferred. For <del type="strikethrough">that money will be least apt to be <lb xml:id="l41"/>counterfeited <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> has least extrinsic value in proportion to its <del type="over">e</del><add place="over" indicator="no">i</add>ntrinsic</del><add place="supralinear" indicator="yes">there will <add place="inline" indicator="no">be</add> least got by counterfeiting that money</add> <lb xml:id="l42"/>whose workmanship is cheapest.</p>
                
                <p xml:id="par7"><add place="lineBeginning" indicator="no">4</add> That the stamp for avoiding <add place="supralinear" indicator="yes">frequent</add> trouble to the Queen &amp; Council <lb xml:id="l43"/>in altering it, remain one &amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same unless it shall be thought fit <add place="inline" indicator="no">at any</add> <lb xml:id="l44"/><add place="supralinear" indicator="yes">time</add> upon <add place="supralinear" indicator="no">any</add> extraordinary occasion<del type="cancelled">s</del> to alter it.</p>
                
                <p xml:id="par8"><add place="lineBeginning" indicator="no">5</add> That <del type="cancelled">the</del> th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> money be edged <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> such an edging as may <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">be</add> fittest <lb xml:id="l45"/>to prevent counterfeiting by casting.</p>
                
                <p xml:id="par9"><add place="lineBeginning" indicator="no">6</add> That <del type="strikethrough">&gt;<unclear reason="del" cert="low">one</unclear></del> an Importer be <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">a</add>ppointed to buy &amp; import the copper <lb xml:id="l46"/>by weight &amp; receive it back by weight &amp; tale &amp; put the same away<del type="over">.</del><add place="over" indicator="no">,</add> <add place="inline interlinear" indicator="no">&amp; that <lb xml:id="l47"/>he be paid by the weight of the copper <del type="strikethrough">for</del> for his pains &amp; charges.</add></p>
                
                <p xml:id="par10"><add place="lineBeginning" indicator="no">7</add> That the Master &amp; Worker for the time being be charged &amp; discharged <lb xml:id="l48"/>by his Note<del type="cancelled">s</del> as in the coinage of Gold &amp; Silver &amp; be allowed a<del type="strikethrough">n<del type="cancelled">nother</del></del><add place="supralinear" indicator="no"><del type="strikethrough">Officer</del></add> <add place="supralinear" indicator="no">Teller</add> for <lb xml:id="l49"/><add place="lineBeginning supralinear" indicator="no"><del type="strikethrough">surveying the</del></add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">w</add>eighing <add place="supralinear" indicator="yes"><del type="strikethrough">the copper</del></add> &amp; telling the money <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="2"/></del> <add place="supralinear" indicator="yes">between hiom &amp;</add> the Importer <add place="supralinear" indicator="yes">&amp; entring all receipts &amp; <choice><abbr>paym<hi rend="superscript">ts</hi>.</abbr><expan>payments</expan></choice></add><del type="over">,</del><add place="over" indicator="no">,</add> <add place="inline" indicator="no">&amp; that if the copper imported <lb xml:id="l50"/><del type="strikethrough">be not <del type="cancelled">Th</del> goo</del> prove not good upon the Assay the Master have power to <lb xml:id="l51"/>refuse it.</add></p> 
                
                <p xml:id="par11"><choice><orig><add place="inline" indicator="no">[[</add></orig><reg/></choice>That a person be appointed to survey the Meltings &amp; the whole coinage.</p>
                
                <p xml:id="par12"><add place="lineBeginning" indicator="no">8.</add> That all the charge of Copper, coinage, coining tools, wages &amp; incidents <lb xml:id="l52"/>be paid out of the profits of the coinage<del type="over">,</del><add place="over" indicator="no">,</add> <add place="inline" indicator="no">&amp; that there be no standing salaries <lb xml:id="l53"/><del type="strikethrough"><add place="supralinear" indicator="no">but pa<gap reason="illgblDel" unit="chars" extent="2"/></add> <del type="strikethrough">That the copper</del></del> to increase the extrinsic value of the money.</add></p>
                
                <p xml:id="par13"><del type="strikethrough">That a person be appointed to survey the meltings &amp;</del></p>
                
                <p xml:id="par14"><add place="lineBeginning" indicator="no">9</add> <del type="blockStrikethrough">That it be in the power of the <choice><abbr>L<hi rend="superscript"/></abbr><expan>Lord</expan></choice> <choice><abbr>H.</abbr><expan>High</expan></choice> <choice><abbr>Tre<hi rend="overline">a</hi>rer</abbr><expan>Treasurer</expan></choice> or <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of the <lb xml:id="l54"/><choice><abbr>Treary</abbr><expan>Treasury</expan></choice> for the time being to appoint <add place="supralinear" indicator="yes">by warrant</add> what quantity of Copper money <lb xml:id="l55"/>shall be coined at any time <del type="strikethrough">by his Warrant. And</del></del> <del type="over">t</del><add place="over" indicator="no">T</add>hat <add place="supralinear" indicator="yes">a coinage of</add> about 20 or 30 Tunns <lb xml:id="l56"/>once in three or four years <del type="strikethrough">is a sufficient quantity</del> <add place="supralinear" indicator="yes">or 50 Tunns once in 6 or 8 years is sufficient</add> for supply the <add place="supralinear" indicator="yes">daily</add> loss <lb xml:id="l57"/>&amp; wast of <del type="strikethrough">those that are</del><add place="supralinear" indicator="no">the money</add> already coined<del type="cancelled">.</del> <add place="inline" indicator="no"><del type="cancelled"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add></del> &amp; may prove too much if <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice></add> 
                    
                    <del type="blockStrikethrough"><lb type="intentional" xml:id="l58"/><space dim="horizontal" unit="chars" extent="4"/><del type="strikethrough">That</del> <del type="strikethrough">at p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>sent the want of copper money <add place="supralinear" indicator="yes"><del type="strikethrough">at present</del></add> is very little wanted, but if <lb xml:id="l59"/>it shall be thought fir to put the coinage of such money into a standing <lb xml:id="l60"/>method <del type="cancelled"><unclear reason="del" cert="low">from</unclear></del> We are humbly of opinion that 20 or 30 Tunns it be done <lb xml:id="l61"/>upon account</del></del>

And that a <lb xml:id="l62"/><add place="lineBeginning supralinear" indicator="yes">coinage of</add> twenty or thirty <del type="cancelled">Tunns</del> or at the most 50 Tunns is abundantly <lb xml:id="l63"/>sufficent at present.</add></p>
                
                <p xml:id="par15"><add place="lineBeginning" indicator="no">10</add> That <add place="supralinear" indicator="yes">such a coinage may be done by <del type="over">a</del><add place="over" indicator="no"><add place="supralinear" indicator="yes">from time to time by one &amp; the same</add></add> standing commission &amp; that</add> it be in the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>ower of the <choice><abbr>L<hi rend="superscript">d</hi></abbr><expan>Lord</expan></choice> <choice><abbr>H.</abbr><expan>High</expan></choice> <choice><abbr>Tr<hi rend="overline">earer</hi></abbr><expan>Treasurer</expan></choice> or <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <choice><abbr>Tre<hi rend="overline">ary</hi></abbr><expan>Treasury</expan></choice> <lb xml:id="l64"/>for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> time being to appoint by warrant the <choice><abbr>qua<hi rend="overline">nty</hi></abbr><expan>quantity</expan></choice> of Copper money to <lb xml:id="l65"/>be coined <del type="strikethrough">at any</del> <add place="supralinear" indicator="yes">at <del type="strikethrough">a <unclear reason="del">prior</unclear> time to</del> any</add> time, &amp; that for preventing clamours he appoint it by <lb xml:id="l66"/>small quantities suppose <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>f 10, 20 or 25 Tunns in a Warrant.</p>
                
                <p xml:id="par16"><add place="lineBeginning" indicator="no">11</add> That <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Accountant whether he be the Master or the Importer <lb xml:id="l67"/>be allowed for <add place="supralinear" indicator="yes">his</add> hazzards <add place="supralinear" indicator="yes">trouble</add> &amp; charges in Cashkeeping <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> &amp; accounting.</p>
