                <p xml:id="par2"><hi rend="large">I</hi>n obedience to your <choice><abbr>Lo<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> order of <choice><abbr>Ref.</abbr><expan>Reference</expan></choice> signified to us by M<hi rend="superscript">r</hi> <lb xml:id="l1"/>Lowndes we have considered the <del type="cancelled">M<gap reason="illgblDel" unit="chars" extent="5"/></del> Memorial of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Chancellour of Ireland <lb xml:id="l2"/>about erecting a Mint in that Kingdom <del type="cancelled">&amp;</del><add place="supralinear" indicator="no"><choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice></add> the Report of the late Warden &amp; <lb xml:id="l3"/>Master &amp; Worker <add place="supralinear" indicator="yes"><del type="strikethrough">upon it</del></add> &amp; the other Papers accompanying them <del type="blockStrikethrough"><add place="inline" indicator="no">[</add>&amp; find the caution <lb xml:id="l4"/>of <del type="strikethrough">those Officers</del><add place="supralinear" indicator="no">those Officers in</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">th</add>at Report <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/>kt</del><add place="supralinear" indicator="no">not without a</add> <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the like caution of their Predecessors <lb xml:id="l5"/>in a Report made almost 40 years ago <del type="strikethrough">a copy of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> conteined in <lb xml:id="l6"/>the said Paper</del> &amp; copied in those P<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>pers. "<del type="cancelled">If, say they,</del> It hath been, say they<add place="inline" indicator="no">]</add></del>
                    <del type="strikethrough">And by those papers we find that</del> And by those papers we find that the Officers <lb xml:id="l7"/>of the Mint have <add place="supralinear" indicator="yes">long</add> been <del type="strikethrough">long</del><add place="supralinear" indicator="no"><del type="strikethrough">formerly</del></add> cautious in this matter<add place="inline" indicator="no">.</add> <del type="over">&amp;</del><add place="over" indicator="no">F</add>or in <del type="strikethrough">their</del><add place="supralinear" indicator="no">a</add> Report made <lb xml:id="l8"/><add place="supralinear lineBeginning" indicator="no">by them</add> about 39 years ago they <del type="strikethrough">thus delivered their opinion</del><add place="supralinear" indicator="no"><add place="lineBeginning" indicator="no">use</add> <del type="strikethrough">have</del> these words</add><add place="inline" indicator="no">.</add><del type="cancelled"><unclear reason="del" cert="medium">of</unclear></del> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <del type="strikethrough">to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> Hon<hi rend="superscript">ble</hi> Board</del> <lb xml:id="l9"/>It hath been, say they, the policy &amp; caution of &amp;c – First consideration.</p>
                
                <p xml:id="par3">We understand also that the la<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>e Warden &amp; Master in their <del type="cancelled"><unclear reason="del" cert="low">ab</unclear></del> Report <lb xml:id="l10"/><del type="cancelled"><unclear reason="del" cert="low">ab</unclear></del> upon <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> the <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="4"/></del> <add place="supralinear" indicator="yes">above mentioned</add> Memorial <add place="supralinear" indicator="yes"><del type="strikethrough"><add place="lineBeginning" indicator="no">made</add> about three years ago</del></add> were <add place="supralinear" indicator="yes"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="4"/></del></add> the more <del type="over"><gap reason="illgblDel" unit="chars" extent="5"/></del><add place="over" indicator="no">cauti</add>o<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">u</add>s by <del type="strikethrough">reason of the applause <lb xml:id="l11"/>the applause <del type="cancelled"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> the <gap reason="illgblDel" unit="chars" extent="2"/></del> a project a designe of exempting Ireland from sub<lb xml:id="l12"/>ordination to England then met with in Ireland<add place="inline" indicator="no">.</add><del type="cancelled"><unclear reason="del" cert="low">,</unclear></del> <del type="blockStrikethrough"><add place="inline" indicator="no">[</add>&amp; how far that he <unclear reason="del" cert="medium">now</unclear> <lb xml:id="l13"/>is now laid aside we do not know does not appear to us<add place="inline" indicator="no">]</add></del> And</del><add place="supralinear interlinear" indicator="no">reason of <del type="cancelled"><unclear reason="del" cert="medium">th</unclear></del> a designe <lb xml:id="l14"/><del type="strikethrough">great</del> then set on foot of perswading the people of Ireland that their <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> Parli<lb xml:id="l15"/>ament &amp; government ought not to be subordinate to that of England</add></p>
                
                <p xml:id="par4">And <del type="strikethrough">to a Mint in Ireland may have been much desired</del> we do not <lb xml:id="l16"/>see but that the Government <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del><del type="strikethrough"> of England</del><add place="supralinear" indicator="no">of England</add> has even been cau<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>ious in this matter <lb xml:id="l17"/>For tho a Mint in Ireland may have been upon several occasions much de<lb xml:id="l18"/>sired yet <add place="inline" indicator="no">it</add> has either not been granted or not suffered to continue. <del type="cancelled">The <lb xml:id="l19"/>Warrant</del> <del type="strikethrough">An instance of this kind is afforded by the Warrant for setting up such <lb xml:id="l20"/>a Mint which we find amongst the Papers above mentioned. <del type="cancelled">And</del> The reasons</del> <lb xml:id="l21"/><del type="cancelled"><unclear reason="del" cert="medium"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice></unclear> <gap reason="illgblDel" unit="chars" extent="2"/> <gap reason="illgblDel" unit="chars" extent="3"/></del> Among the Papers above mentioned we find a Warrant <lb xml:id="l22"/>for erecting such a <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">M</add>int <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="4"/></del> soon after the restauration of <choice><abbr>K.</abbr><expan>King</expan></choice> Charles II <lb xml:id="l23"/>but <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> designe is not yet put in execution.</p>
                
                <p xml:id="par5"><del type="blockStrikethrough">If <add place="supralinear" indicator="yes">such</add> a standing Mint be desired for coyning from time to time the <lb xml:id="l24"/>Bullion of Merchants &amp; others <add place="supralinear" indicator="yes">(as the words of the Memorial may import)</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">w</add>e <choice><sic>beleive</sic><corr>believe</corr></choice> it may put Ireland to a <lb xml:id="l25"/>greater charge then to coyn such Bullion in London. <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> But upon inquiring</del></p>
                
                <p xml:id="par6">But if it <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add>hall be his <choice><abbr>Maj<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> pleasure that <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add> Mint be erected <lb xml:id="l26"/>in that Kingdom <add place="supralinear" indicator="yes">(for the determination depends upon <del type="cancelled"><unclear reason="del" cert="medium">some</unclear></del><add place="supralinear" indicator="no">some</add> <add place="infralinear" indicator="no">for increasing  considerations <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <del type="strikethrough">are</del><add place="supralinear" indicator="no">we reccon</add> above us)</add></add> we are humbly of opinion <add place="supralinear" indicator="yes">in <unclear reason="hand" cert="low">consideration</unclear> <gap reason="hand" unit="chars" extent="3"/> <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="8"/></del> in the papers communicated to us</add> that the monies coyned <lb xml:id="l27"/>there should be of the same weight allay species &amp; <add place="supralinear" indicator="yes">stamp or</add> impression <del type="cancelled">of</del> <lb xml:id="l28"/>with the monies of England, adding only such a mark of distinction <lb xml:id="l29"/>as his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> shall think fit, &amp; that the Mint be <del type="strikethrough">const<gap reason="illgblDel" unit="chars" extent="1"/></del> under the <lb xml:id="l30"/>same rules &amp; laws with th<del type="over">at</del><add place="over" indicator="no">is</add> in the Tower but with <del type="strikethrough">less sala<lb xml:id="l31"/>ries &amp; fewer Officers</del> such retrenchment of salaries &amp; <del type="over">o</del><add place="over" indicator="no">O</add>fficers as <lb xml:id="l32"/><del type="over">c</del><add place="over" indicator="no">m</add>a<del type="over">n</del><add place="over" indicator="no">y</add> conveniently be made <add place="supralinear" indicator="yes">&amp; that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same valuation of the money &amp; same proportion of Gold to silver be observed in both nations</add>. And we are ready to <del type="strikethrough">promote such a</del><add place="infralinear" indicator="no">promote the setting up <add place="lineBeginning" indicator="no">such a Mint after the best manner &amp; particularly to</add></add> <lb xml:id="l33"/>supply them with Standard weight, <add place="supralinear" indicator="no"><del type="cancelled">Inde</del></add> Trial pieces, Dyes<choice><orig/><reg> </reg></choice><del type="over">,</del><add place="over" indicator="no">&amp;</add> Coyning Tools <lb xml:id="l34"/>&amp; to try their money &amp; instruct their Officers at their first setting <lb xml:id="l35"/>out<add place="supralinear" indicator="yes"><del type="strikethrough">if it be desired</del></add>. <del type="strikethrough"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">A</add>nd for such a purpose the directions in the Warrant of 14 Car. II</del><add place="supralinear" indicator="no">But if a standing Mint be desired for coyning from time to time the</add> <lb xml:id="l36"/>Bullion of Merchants &amp; others <del type="strikethrough">we are</del> (as the words of the Memorial

                <p xml:id="par7">Vpon inquiring into the state of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Coyn in Ireland we understand <lb xml:id="l38"/>that the forreign coyns <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> make a great part of their silver monies <lb xml:id="l39"/>are generally in great pieces <add place="supralinear" indicator="yes">(as Ducatoons &amp; pieces of eight<supplied reason="omitted">)</supplied></add> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> are inconvenient for change <del type="strikethrough">in marketing <lb xml:id="l40"/>&amp; other small expences</del> and that by the want of small silver monies <lb xml:id="l41"/>the coyning of great quantities of Copper monies for change hath <lb xml:id="l42"/>been so much incouraged as to be complained of, &amp; <add place="inline" indicator="no">if</add> for remed<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">y</add>ing this <lb xml:id="l43"/>inconvenience <del type="strikethrough">tis pro<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>osed that p<gap reason="illgblDel" unit="chars" extent="1"/></del> a Mint is <add place="supralinear" indicator="yes">be</add> desired <add place="supralinear" indicator="yes"><del type="strikethrough">only</del></add> to coyn <del type="strikethrough">part of the I<gap reason="illgblDel" unit="chars" extent="3"/></del> the <lb xml:id="l44"/><del type="strikethrough">small money</del> forreign moneys or <add place="supralinear" indicator="yes">any</add> part of <add place="inline" indicator="no">t</add><del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">hem</add> int <add place="supralinear" indicator="yes">small English money</add> (shillings &amp; sixpences) <del type="strikethrough">in <gap reason="illgblDel" unit="chars" extent="3"/> as we <lb xml:id="l45"/>now understand,</del> we <choice><sic>beleive</sic><corr>believe</corr></choice> it may be cheapest &amp; best for Ireland &amp; safest <lb xml:id="l46"/>for England to have this coynage dispatcht at once by erecting a Mint in <lb xml:id="l47"/>Ireland for some short time (as eighteen months or two years) &amp; by lowering <lb xml:id="l48"/>the values of the forreign monies to bring them into th<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">at</add> Mint. But we humbly <lb xml:id="l49"/><del type="strikethrough">represent that the late Mints in the Country were full of disor<unclear reason="del" cert="high">d</unclear></del> lay before your <lb xml:id="l50"/><choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> that the late Country Mints were <del type="strikethrough">inclined to</del><add place="supralinear" indicator="no">in</add> disorder<del type="strikethrough">s</del> &amp; <del type="strikethrough">that</del><add place="supralinear" indicator="no">left</add> their Accounts <lb xml:id="l51"/>are full of difficulties <add place="supralinear" indicator="yes">&amp; that <del type="strikethrough">upon</del> the breaking up of such a Mint may increase the number of fals coyners<choice><sic>.</sic><corr type="noText"/></choice></add> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> And we heare that the <del type="cancelled">money <gap reason="illgblDel" unit="chars" extent="1"/></del> English money is <lb xml:id="l52"/>now grown <add place="supralinear" indicator="yes">much</add> more plentifull in Ireland in proportion to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> forreign then it was a <lb xml:id="l53"/>few years ago so that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> want of change is <del type="strikethrough">vanishing.</del> <add place="inline infralinear" indicator="no">in good measure vanished &amp; is <lb xml:id="l54"/>still <del type="strikethrough">vanishing</del> decreasing.</add></p>
                
                <p xml:id="par8">If the Government of Ireland shall think fit to <del type="strikethrough">prohibit</del><add place="supralinear" indicator="no">discourage</add> the exportation <lb xml:id="l55"/>of English money <del type="strikethrough">from thence</del> by <del type="strikethrough">a lo</del> setting a <del type="strikethrough">lower</del> value something lower <lb xml:id="l56"/>upon the forreign so that when Merchants or others have occasion to export <lb xml:id="l57"/>Gold or silver they may chuse rather to export the forreign monies then <lb xml:id="l58"/>the English, <del type="cancelled">there will be but little <gap reason="illgblDel" unit="chars" extent="1"/></del><del type="strikethrough">there will it will pro</del> it will <add place="supralinear" indicator="yes">much</add> promote <lb xml:id="l59"/>the increase of the English money <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">in</add> Ireland. A difference of one or two per <lb xml:id="l60"/>cent <del type="strikethrough">may be sufficient</del> in the value of the monies may be sufficient for this <lb xml:id="l61"/>purpose &amp; will mend the<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> exchange <add place="supralinear" indicator="yes">to the<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">se</add> profits of Ireland</add> <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out hindring the importation of the <lb xml:id="l62"/>monies of Spain &amp; Flanders into <del type="strikethrough">Ireland</del><add place="supralinear" indicator="no">that kingdom</add> by trade. And if the exportation of <lb xml:id="l63"/>English money <del type="strikethrough">out of Ireland</del> <del type="cancelled">be</del><add place="supralinear" indicator="yes">were</add> prohibited by the same laws <add place="supralinear" indicator="yes">in Ireland</add> as in England, <del type="cancelled">it <lb xml:id="l64"/>would</del><del type="cancelled">while the forreign money</del> <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">it</add> would still conduce to the same end. <lb xml:id="l65"/><del type="cancelled">A</del></p>
                
                <p xml:id="par9">A<del type="over">nd</del><add place="over" indicator="no">lso</add> if shillings &amp; sixpences were <add place="supralinear" indicator="yes">for a <del type="strikethrough">few years</del> while</add> raised a f<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ar</add>thing <choice><orig>ith'</orig><reg>in the</reg></choice> shilling <del type="cancelled"><unclear reason="del" cert="low">while</unclear> <lb xml:id="l66"/><gap reason="illgblDel" unit="chars" extent="1"/></del><del type="strikethrough">in proportion <gap reason="illgblDel" unit="chars" extent="3"/></del><add place="supralinear" indicator="no">without raising <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice></add> greater money it would <add place="supralinear" indicator="yes"><del type="strikethrough"><gap reason="illgblDel" unit="words" extent="1"/></del> <add place="lineBeginning supralinear" indicator="no">sufficiently</add></add> increase th<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add><add place="inline" indicator="no">se</add> smaller species of money <lb xml:id="l67"/>at a less charge then a Mint would do.</p>
