                <p rend="center" xml:id="par1">Proposals for encreasing the Coyn of this Kingdom <space dim="vertical" unit="lines" extent="2"/></p>
                
                <p xml:id="par2">The use of Gold &amp; Silver in Cloaths Coaches &amp; Houshold Furniture was forbid <lb xml:id="l1"/>in France last March. If Such a law here should be <del type="strikethrough">of good consequence <del type="strikethrough">but</del><add place="supralinear" indicator="no"><del type="strikethrough">if <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> it</del></add> would <lb xml:id="l2"/>difficultly pass for apparrel pass for apparrel If <del type="strikethrough">that a <gap reason="illgblDel" unit="chars" extent="4"/></del><add place="supralinear" indicator="no"><del type="strikethrough">But if they it</del></add></del> <choice><sic>should be</sic><corr type="noText"/></choice> thought <lb xml:id="l3"/>too general it might suffice to forbid the use of gold &amp; silver in laces &amp; fringes <lb xml:id="l4"/><add place="supralinear" indicator="yes"><del type="strikethrough">&amp; <unclear reason="del" cert="low">shoi</unclear> buckles</del></add> &amp; the guilding upon leather wood <del type="cancelled">&amp;</del> <add place="supralinear" indicator="yes">stone</add> plaister <del type="strikethrough">excepting letters of gold</del> <add place="supralinear" indicator="yes"><del type="strikethrough"><del type="cancelled">&amp;</del> varnish &amp; <unclear reason="del" cert="low">basic materials</unclear></del> <add place="lineBeginning" indicator="no">&amp;</add> <add place="supralinear" indicator="no">other materials then standard <seg rend="ns" rendition="ns">☾</seg> or <seg rend="ns" rendition="ns">☾</seg> finer then <choice><abbr>sta.</abbr><expan>standard</expan></choice></add></add><add place="inline" indicator="no">.</add> excepting <lb xml:id="l5"/>such pieces of work as <del type="strikethrough">s<gap reason="illgblDel" unit="chars" extent="5"/>ly <add place="supralinear" indicator="no"><del type="strikethrough">singly</del></add> exceed not the price of <space dim="horizontal" unit="chars" extent="11"/> for guilding</del> <add place="inline interlinear" indicator="no">not above 6<hi rend="superscript">d</hi> a piece for guilding</add></p>
                
                <p xml:id="par3">All persons going to sea <del type="strikethrough">have the liberty</del> are allowed without any restraint to <lb xml:id="l6"/>carry on boa<del type="over">d</del><add place="over" indicator="no">r</add>d what plate the think fit for their own use<del type="strikethrough">s</del>: by <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> means <lb xml:id="l7"/>our money <del type="strikethrough">may be</del><add place="supralinear" indicator="no">being</add> run down into plate <del type="over">&amp;</del><add place="over" indicator="no"><add place="supralinear" indicator="no">may be freely</add></add> exported to the Indies, <del type="strikethrough">without any</del> &amp; <lb xml:id="l8"/>luxury is encouraged in the <del type="cancelled">King</del> Royal Navy, it growing into fashion for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Officers <lb xml:id="l9"/>to have great quantities of Plate on board. <space dim="vertical" unit="lines" extent="1"/></p>
                
                <p xml:id="par4">In France <del type="strikethrough">by an<gap reason="illgblDel" unit="chars" extent="1"/></del> for a long time ce<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">r</add>tain vessels <del type="strikethrough">are prohibited</del> <add place="supralinear" indicator="yes">&amp; Vtensils have been forbid</add> to be made <lb xml:id="l10"/>of gold <del type="over">&amp;</del><add place="over" indicator="no">o</add><add place="inline" indicator="no">r</add> silver &amp; others are forbid to be made of those metalls of above <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add> cert<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>in weights <lb xml:id="l11"/>Particularly all vessels of gold for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> use of the Table are forbid &amp; <del type="strikethrough">so are all</del> other vessels of <lb xml:id="l12"/>gold <del type="strikethrough">exceeding above</del><add place="supralinear" indicator="no"><add place="lineBeginning" indicator="no">must not</add> exceed<del type="strikethrough">ing <unclear reason="del" cert="low">an</unclear></del></add> an ounce in weight. Also Ballisters <space dim="horizontal" unit="chars" extent="22"/> Cabinets <lb xml:id="l13"/>Tables Bure<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>us <space dim="horizontal" unit="chars" extent="8"/> Looking-glasses <space dim="horizontal" unit="chars" extent="13"/> Andirons, Grates, Orn<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>ments <lb xml:id="l14"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> fire or of Chimneys, Candlesticks <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> branches &amp;c are forbidden to be made of <lb xml:id="l15"/>silver. Bas<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no"><unclear reason="over" cert="medium">in</unclear></add>s of silver must not exceed <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> weight of 12 marks, blatters not 8, Trencher <lb xml:id="l16"/>plates not 24 marks  <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> douzen &amp;c <space dim="vertical" unit="lines" extent="1"/></p>
                
                <p xml:id="par5">The like <add place="supralinear" indicator="yes"><del type="strikethrough">prohibitions &amp;</del></add> limitations for vessels of China <add place="supralinear" indicator="yes">earthen</add> ware would save the nation much <lb xml:id="l17"/>money. And so would a general prohibition of <del type="strikethrough">Iapan</del><add place="supralinear" indicator="yes">importing Iapan</add> wooden ware <space dim="vertical" unit="lines" extent="2"/></p>
                
                <p xml:id="par6">The importation of stained Callico<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>s is prohibited, but the<add place="inline" indicator="no">y</add> <del type="strikethrough">painted of them</del><add place="supralinear" indicator="yes">are stained</add> <lb xml:id="l18"/>in England <del type="strikethrough">increase the<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> importation of those Callicoes for <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> we send silver <lb xml:id="l19"/>to the Indies is encreased them <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> export</del><add place="supralinear interlinear" indicator="no">&amp; thereby the<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> importation <del type="strikethrough">is encreased <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> export<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>tion of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> silver to purchase</del><add place="supralinear" indicator="no">of plain Callicoes is encreased.</add> <lb xml:id="l20"/>The staining of them is prohibited in France</add> Quære whether the want of <del type="strikethrough">them</del><add place="supralinear" indicator="yes">stained Callicoes</add> would <lb xml:id="l21"/>not cost <del type="strikethrough">the nation</del><add place="supralinear" indicator="no">England</add> more money in other commodities? <space dim="vertical" unit="lines" extent="2"/></p>
                
                <p xml:id="par7">I have head that in France the Est India Merchants are<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> enjoyned to ex<lb xml:id="l22"/>port half as much in <add place="supralinear" indicator="yes">French</add> commodities as in gold &amp; silver. Such a law in England would <lb xml:id="l23"/>promote the exportation of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> own manufacture &amp; diminish the exportation of gold &amp; <lb xml:id="l24"/>silver &amp; thereby bring down the <add place="supralinear" indicator="yes">high</add> price of Bullion <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> occasions the melting down of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> <lb xml:id="l25"/>money<add place="inline" indicator="no">.</add> <del type="strikethrough">for exportation.</del> Such a law would <del type="cancelled">force</del> put the <del type="cancelled">the</del> East India Merchants to <lb xml:id="l26"/>some difficulties for a while but in a short time would <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">f</add>orce their Trade into new <lb xml:id="l27"/>Channels more to the nations advantage (th<choice><orig>ô</orig><reg>ough</reg></choice> perhaps less to the Merchants) then those it <lb xml:id="l28"/>runs in at p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>sent. <add place="supralinear" indicator="yes">For the<del type="cancelled">y</del> <add place="supralinear" indicator="yes">Merchants</add> would soon find out ways of vending their goods in China &amp; other places.</add> I would therefore propose that in lending any East India ship no <del type="strikethrough">money</del><add place="supralinear" indicator="no"><seg rend="ns" rendition="ns">☉</seg> or <seg rend="ns" rendition="ns">☾</seg></add> <lb xml:id="l29"/>should be coined on boa<del type="over">d</del><add place="over" indicator="no">r</add>d till she had one third part of her lading in Eng<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">l</add>ish commo<lb xml:id="l30"/>dities &amp; then on a day to be appointed by the <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Customes <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> twice as much <lb xml:id="l31"/><seg rend="ns" rendition="ns">☉</seg> &amp; <seg rend="ns" rendition="ns">☾</seg> <del type="cancelled">might be</del> in value might be carried on board<add place="inline" indicator="no">.</add> <del type="strikethrough">&amp; no more</del><choice><sic>.</sic><corr type="delText">.</corr></choice> And if any ship <lb xml:id="l32"/>wanted of her lading <del type="cancelled"><unclear reason="del" cert="low">to</unclear></del> be in <seg rend="ns" rendition="ns">☉</seg> &amp; <seg rend="ns" rendition="ns">☾</seg> <del type="strikethrough">complement</del><add place="supralinear" indicator="no">defact or remainder</add> might be carried on board the next <lb xml:id="l33"/>ship of the same Merchant or Company, <del type="cancelled">&amp;</del> sailing to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Indies provided it be done within <lb xml:id="l34"/><space dim="horizontal" unit="chars" extent="9"/> m<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>nths after <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> lading of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> former ship. But no ship should exceed her just <lb xml:id="l35"/>lading in money except in making up the defect of a former ship.</p>

                <p xml:id="par8">The <del type="over"><gap reason="illgblDel" unit="chars" extent="5"/></del><add place="over" indicator="no">incre</add>ase of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> coyn is principally hindred by the <del type="over">In</del><add place="over" indicator="no">Ea</add>st India Company buying <lb xml:id="l36"/>up all forreign Bullion of silver &amp; some of gold <del type="cancelled">&amp; th</del> for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Indies <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out being obliged to <lb xml:id="l37"/>export a proportiona<del type="over"><unclear reason="del" cert="low">te</unclear></del><add place="over" indicator="no">bl</add><add place="inline" indicator="no">e</add> quantity of <add place="supralinear" indicator="no">English</add> commodities. The Old <del type="strikethrough">East India</del> company are <lb xml:id="l38"/>obliged <del type="over">to</del><add place="over" indicator="no">by</add> <del type="strikethrough">exp</del> Patent to export 100<choice><orig/><reg>'</reg></choice>000<hi rend="superscript">li</hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> in commo<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">d</add>ities but this Obligation is <lb xml:id="l39"/>expiring &amp; perhaps was never well observed &amp; the cargo <del type="strikethrough">in goods i<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add> too small in <unclear reason="del" cert="low">purport</unclear> <lb xml:id="l40"/>to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice></del><add place="supralinear" indicator="no">in</add> gold &amp; silver <del type="strikethrough">they export</del> is unlimited in proportion to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> cargo in goods. If they <lb xml:id="l41"/>were obliged to export at least half as much in commodities as in <seg rend="ns" rendition="ns">☉</seg> &amp; <seg rend="ns" rendition="ns">☾</seg> it would <lb xml:id="l42"/>conduce very much to the Exportation of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> own manufacture &amp; native product &amp; <lb xml:id="l43"/>che<choice><orig></orig><reg>que</reg></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> exportation of <del type="strikethrough">bullion</del> Gold &amp; Silver</p>
