                <p xml:id="par1"><hi rend="large">The A</hi>ct of 18 Car. II, chap. 5, saith that <hi rend="underline">no moneys leviable <del type="over">by</del><add place="over" indicator="no">&amp;</add> <lb xml:id="l1"/>payable by this Act shall be applied or converted to any use or <lb xml:id="l2"/>uses whatsoever other then to the defraying the charge or expence <lb xml:id="l3"/>of the Mint or Mints, &amp;</hi><choice><orig> <del type="blockStrikethrough">[that]</del> </orig><reg><hi rend="underline"> </hi></reg></choice><hi rend="underline">of the Assaying melting down <lb xml:id="l4"/>wast &amp; coinage of Gold</hi><choice><orig> &amp; </orig><reg><hi rend="underline"> &amp; </hi></reg></choice><hi rend="underline"> Silver &amp; the encouragement of <lb xml:id="l5"/>bringing in of Gold &amp; Silver into the said Mint or Mints <lb xml:id="l6"/>there to be coyned &amp;c</hi>. The first is the charge of supporting a <lb xml:id="l7"/>standing Mint, the second is the further charge of carrying on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l8"/>coynage in that Mint. And by the next Clause of the Act the first is <lb xml:id="l9"/>limited to 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> f<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">o</add><add place="inline" indicator="no">r</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>reventing extravagance, &amp; the other is left un<lb type="hyphenated" xml:id="l10"/>limited for encouraging the coynage. The words are: <hi rend="underline">And it is <lb xml:id="l11"/>hereby further enacted, that there shall not be issued out of the <lb xml:id="l12"/>Exchequer of the said moneys, in any one year, for the fees &amp; sala<lb xml:id="l13"/>ries of the Officers of the Mint or Mints &amp; towards the providing <lb xml:id="l14"/>mainta<add place="supralinear" indicator="yes">in</add>ing &amp; repairing of the Houses Offices &amp; Buildings &amp; other</hi><choice><orig> <lb xml:id="l15"/><del type="blockStrikethrough">[standing]</del> </orig><reg><hi rend="underline"> </hi></reg></choice><hi rend="underline">necessaries for assaying melting down &amp; coyning above the <lb xml:id="l16"/>summ of three thousand pounds sterling money, &amp; the overplus <lb xml:id="l17"/>of the said moneys so kept or to be kept as aforesaid shall be employed <lb xml:id="l18"/>for &amp; towards the</hi><choice><orig> <del type="blockStrikethrough">[contingent]</del> </orig><reg><hi rend="underline"> </hi></reg></choice><hi rend="underline">expence wast &amp; charges of assaying melting <lb xml:id="l19"/>down &amp; coynage &amp; buying in of gold &amp; silver to <del type="cancelled">be</del> coyne<del type="cancelled">d</del>, &amp; not otherwise</hi>

                    3000<hi rend="superscript"><hi rend="overline">li</hi></hi>, &amp; the overplus is for defraying the charges arising by <lb xml:id="l28"/>the coynage such as are the charge of stationary ware for the clerk<supplied reason="copy">s</supplied> <lb xml:id="l29"/><add place="supralinear" indicator="yes"><del type="strikethrough"><gap reason="illgblDel" unit="words" extent="1"/></del></add> ballances &amp; weights for <del type="cancelled">the</del> several Offices, Furnaces Cuppels water-<lb xml:id="l30"/>silver, Aqua fortis &amp; charcoal for the Assay Office, refining &amp; all<del type="over"><unclear reason="del" cert="low">y</unclear></del><add place="over" indicator="no">a</add>y <lb xml:id="l31"/>for bringing the gold &amp; silver to standard, flasks furnaces melting <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> <lb xml:id="l32"/>wast in the melting houses Mills Dyes coyning &amp; wast in the other offices. <lb xml:id="l33"/><del type="strikethrough">And in this</del> <add place="supralinear" indicator="yes"><del type="strikethrough">Carriages, water candles, fires, <del type="strikethrough">servants,</del> hired servants, brooms,</del></add> Indentures &amp; Warrants for carrying on the coynage, &amp; charges <lb xml:id="l34"/>of making trial pieces &amp; trying the Pix.</p>
                
                <p xml:id="par2">After the making of this Act the salaries upon the establishment <lb xml:id="l35"/>of the Indenture amounted unto 2600<hi rend="superscript">li</hi> &amp; there remained only 400<hi rend="superscript"><hi rend="overline">li</hi></hi> for <lb xml:id="l36"/>the providing &amp; repairing of buil<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">d</add>ings <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">c</add>harge in the old Accounts <lb xml:id="l37"/>usually amounted unto two or three &amp; sometimes almost 400<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> <lb xml:id="l38"/>And the Incidents in the Wardens Account came <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">to</add> about 180<hi rend="superscript">li</hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> or <lb xml:id="l39"/>within <del type="over">1</del><add place="over" indicator="no">2</add>0 or 2<del type="over">0</del><add place="over" indicator="no">5</add><hi rend="superscript">li</hi> over or under. And there is an Article in the Inden<lb xml:id="l40"/>ture <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> obliges the Master to pay unto <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Warden such summ &amp; summs as <lb xml:id="l41"/>are payable by him for salaries &amp; repairs &amp; such other expences of the <lb xml:id="l42"/>Mint as have been heretofore usually paid by <add place="inline" indicator="no">t</add>h<del type="over">i</del><add place="over" indicator="no">e</add><del type="cancelled">m</del> Warden.</p>
                
                <p xml:id="par3">The Act made in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 4<hi rend="superscript">th</hi> &amp; 5<hi rend="superscript">t</hi> year of her <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> reign for enlarging <lb xml:id="l43"/>the summ of 3000<hi rend="superscript">li</hi> to that of 3500<hi rend="superscript">li</hi> was n<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>t intended to charge the <lb xml:id="l44"/>3000<hi rend="superscript">li</hi> <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> any sorts of payments <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> had not been used to be put upon it <lb xml:id="l45"/>but <add place="supralinear" indicator="yes">on the contrary</add> to make more room for bearing those sorts <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>f payments <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> used to be <lb xml:id="l46"/>put upon it, as the words of the Preamble import. And accordingly a new <lb xml:id="l47"/>salary of 400<hi rend="superscript">l</hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> was settled upon the Moneyers presently after <lb xml:id="l48"/>the passing of the Act. And the Salaries of the Clarks of the Mint being <lb xml:id="l49"/>thought too small were intended to be augmented. But it was thought fit first <lb xml:id="l50"/>to take care of the old buildings <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> were ready to fall. And since that

                    time there has been spent upon rebuilding old houses &amp; offices &amp; extraordi<lb xml:id="l51"/><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add>ary repairs <add place="supralinear" indicator="yes">about</add> 900 or 1000<hi rend="superscript"><hi rend="overline">li</hi></hi>. And a part of the charges of rebuilding the <lb xml:id="l52"/>Engineers shop comes into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Account of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> year 1712.</p>
                
                <p xml:id="par4">In th<del type="over">is</del><add place="over" indicator="no">e</add> Account <add place="supralinear" indicator="yes">of that year</add> the salaries upon the Indenture payable by the <lb xml:id="l53"/>Warden are 1435<hi rend="superscript"><hi rend="overline">li</hi></hi>, those payable by the Master to the Officers 1080<hi rend="superscript"><hi rend="overline">li</hi></hi>, to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l54"/>Smith 40<hi rend="superscript">li</hi> in lieu of 50<hi rend="superscript">li</hi>, &amp; to the Graver f<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">or</add> an Apprentice. 35<hi rend="superscript">li</hi> in lieu <lb xml:id="l55"/>of 95<hi rend="superscript">li</hi>. The new salary to the Moneyers is 400<hi rend="superscript">li</hi>. And the charge of the <lb xml:id="l56"/>buildings in the Wardens Account is in one article 389<hi rend="superscript"><hi rend="overline">li</hi></hi>. 2<hi rend="superscript">s</hi> in another <lb xml:id="l57"/>11. 13. 6. Total 3<del type="over">2<gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">39</add>0<hi rend="superscript">l</hi>. 15<hi rend="superscript">s</hi>. 6<hi rend="superscript">d</hi>. <del type="blockStrikethrough">Besides 40<hi rend="superscript">li</hi> extraordinary to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wardens <lb xml:id="l58"/>second Clerks<del type="over">.</del><add place="over" indicator="no">,</add> <add place="inline" indicator="no"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice></add> <del type="over">A</del><add place="over" indicator="no">a</add>bout eight years ago I ordered <del type="strikethrough">this salary of <del type="over">1</del><add place="over" indicator="no">2</add>0<hi rend="superscript">li</hi></del> to <lb xml:id="l59"/>be <del type="strikethrough">deducted from</del><add place="supralinear" indicator="no">placed within</add> the 3000<hi rend="superscript"><hi rend="overline">li</hi></hi>, but it is now ceased.
