                <p rend="indent0" xml:id="par1"><hi rend="larger">To the Right <choice><abbr>Hon<hi rend="superscript">ble</hi>:</abbr><expan>Honourable</expan></choice> the Lords <choice><abbr>Com<hi rend="overline">m</hi>rs</abbr><expan>Commissioners</expan></choice> of His Majestys Treasury</hi></p>
                
                <p rend="indent0" xml:id="par2"><hi rend="large">May it please Your Lordships</hi></p>
                
                <p xml:id="par3">In Obedience to Your Lordships Order of Reference of the 17 Iuly 1700 <lb xml:id="l1"/>Signifyed to Vs by M<hi rend="superscript">r</hi>. Lowndes, We have Examined M<hi rend="superscript">r</hi>. Harris Bill for Graving <lb xml:id="l2"/>Seales for His <choice><abbr>Ma<hi rend="superscript">ts</hi>:</abbr><expan>Majestys</expan></choice> Service and do find that as to the first Article of His Bills amounting <lb xml:id="l3"/>to 1266: 01: 07 He had Warrants from his Majesty to provide all those Seales <choice><abbr>w<hi rend="superscript">ch</hi>:</abbr><expan>which</expan></choice> he has <lb xml:id="l4"/>set downe for His Majestys own use, for Ireland, for the plantations, for the Courts of <lb xml:id="l5"/>Westminster, and for the Secretarys of State. That the Seales provided for the late Queen <lb xml:id="l6"/>were by Directions from Her Secretary for which he produced his Receipts and that <lb xml:id="l7"/>those for the Dutch Secretary were by Warrants from his Majesty. For the Signet and <lb xml:id="l8"/>press for <choice><abbr>S<hi rend="superscript">r</hi>:</abbr><expan>Sir</expan></choice> Robert Southwell Valued at 18<hi rend="superscript">£</hi> he produced his Receipt. As to the following <lb xml:id="l9"/>particulars viz One Signet and Stampe for the Dutch Secretary valued at 12<hi rend="superscript">£</hi>. 10<hi rend="superscript">s</hi>, a <lb xml:id="l10"/>Seale for the Queen at 2<hi rend="superscript">£</hi>, a <choice><sic>Steal</sic><corr>Steel</corr></choice> press for the Broad Seale of Maryland of 10<hi rend="superscript">£</hi> and a <lb xml:id="l11"/>Signet for the Queens Secretary of 10<hi rend="superscript">£</hi>. M<hi rend="superscript">r</hi>. Harris had no Warrants or Receipts to <lb xml:id="l12"/>produce, but shewed us the Impression of all but the last, and also Voluntarily made <lb xml:id="l13"/>Oath before Vs that all but the last were provided and delivered which Oath we have <lb xml:id="l14"/>hereunto Annexed. As to the following Articles in his Bill M<hi rend="superscript">r</hi>. Harris produced a <lb xml:id="l15"/>Certificate under the hand of M<hi rend="superscript">r</hi> Pople Secretary to the Lords <choice><abbr>Com<hi rend="overline">mr</hi>s</abbr><expan>Commissioners</expan></choice> of the Council <lb xml:id="l16"/>of Trade that the Seals set downe for the plantations were ordered by their Lordships <lb xml:id="l17"/>and Accordingly delivered. For the articles of a Braad Seale for the Exchequer, for altering <lb xml:id="l18"/>two Signets in <choice><sic>Steal</sic><corr>Steel</corr></choice> and for five lesser, also for a large Signet and a small one for the <lb xml:id="l19"/>Lords Iustices, he produced Warrants from the Lords Iustices. For the Broad Seale of <lb xml:id="l20"/>Ireland, he shewed a Warrant from the Lords of the Treasury. For a large <choice><sic>Steal</sic><corr>Steel</corr></choice> Seale <lb xml:id="l21"/>for the Lord Ambassador Harbord He only produced the Impression on Wax and made <lb xml:id="l22"/>Oath of the Delivery and alledges that M<hi rend="superscript">r</hi>. Harbord being in haste to go on his Embassy <lb xml:id="l23"/>he had not time to obtaine a Warrant. For two Seals in <choice><sic>Steal</sic><corr>Steel</corr></choice> for the Dutch Secretary <lb xml:id="l24"/>he produced a Certificate from M<hi rend="superscript">r</hi> Van Huls then acting in that post that they <lb xml:id="l25"/>were accordingly delivered, For altering the Broad Seale and Signet for the Garter, <lb xml:id="l26"/>He shewed his Majestys Warrant. For the Seal in Steel for the Exchequer notes he <lb xml:id="l27"/>referes to the notes on which tis still used, For the nine stamps for his Majestys Book <lb xml:id="l28"/>he produced a Certificate from Monsr Dallone, who has the Care of the Kings privat<supplied reason="damage">e</supplied> <lb xml:id="l29"/>Library. For the silver Seale for the Lord Chancellour porter valued at 2<hi rend="superscript">£</hi>, and for a <lb xml:id="l30"/>Signet in Steel for the Dutch Secretary valued at 4<hi rend="superscript">£</hi> M<hi rend="superscript">r</hi>. <choice><sic>Hariis</sic><corr>Harris</corr></choice> only made Oath th<supplied reason="damage">at</supplied> <lb xml:id="l31"/>they were delivered.</p>

                <p rend="indent0" xml:id="par4">Vpon the whole M<hi rend="superscript">r</hi>. Harris produced either Warrants or Receipts for all the Seals <lb xml:id="l32"/>set downe in his Bill except in the particulars above men<choice><orig><hi rend="overline">c</hi></orig><reg>ti</reg></choice>oned for <choice><abbr>w<hi rend="superscript">ch</hi>:</abbr><expan>which</expan></choice> he produced <lb xml:id="l33"/>the Impressions on Wax an made Oath of the Delivery except in the Article of a <lb xml:id="l34"/>Signet for the Queens Secretary valued at 10<hi rend="superscript">£</hi> for the delivery of which he could <lb xml:id="l35"/>not make Oath. As for the Quantity of Ounces of Silver made use <choice><sic>off</sic><corr>of</corr></choice> for the Severa<supplied reason="faded">l</supplied> <lb xml:id="l36"/>Seals set down in his Bills we are not capable of making any judgment since <lb xml:id="l37"/>the Seals cannot now be produced and therefore have annexed M<hi rend="superscript">r</hi>. Harris's Oath <lb xml:id="l38"/>to that particular. It appeared likewise that the reasons why there was occasions <lb xml:id="l39"/>for so many Seals in so short a time were, because several of them were immediately <lb xml:id="l40"/>provided upon their Majestys being declared King and Queen of England which were <lb xml:id="l41"/>to be altered upon their Accession to the Crowne of Scotland and were all to be Changed <lb xml:id="l42"/>upon the Queens death</p>
                
                <p rend="indent0" xml:id="par5">As to the prices set downe in the Bills for the said Seals we can make no Iudgment, for <lb xml:id="l43"/>as much as there are no former Bills of the like Nature remaining now in the Mint <lb xml:id="l44"/>but if formerly there were any they have been Carried away with Several other Books <lb xml:id="l45"/>and papers belonging to the Mint and therefore We can only represent to <choice><abbr>Yo<hi rend="superscript">r</hi>:</abbr><expan>Your</expan></choice> <choice><abbr>Lord<hi rend="overline">sps</hi></abbr><expan>Lordships</expan></choice> <lb xml:id="l46"/>upon this Head that M<hi rend="superscript">r</hi>. Harris affirms he has set down no other prices then what <lb xml:id="l47"/>were allways allowed Him in King Charles the 2<hi rend="superscript">d</hi> Reign.</p>
                
                <p rend="indent0" xml:id="par6">As to the <choice><sic>Fond</sic><corr>Fund</corr></choice> out of which M<hi rend="superscript">r</hi>. Harris's Bill may properly be paid we are <lb xml:id="l48"/>humbly of opinion that the Coynage Duty is so appropriated by Act of <choice><abbr>parliam<hi rend="underline"><hi rend="superscript">t</hi></hi></abbr><expan>parliament</expan></choice> <lb xml:id="l49"/>that no part of it can be applied to such uses but we take leave to Submit it to Your <lb xml:id="l50"/><choice><abbr>Lord<hi rend="overline">s</hi>ps</abbr><expan>Lordships</expan></choice> great Wisdom whether it may not be paid out of the money formerly <unclear reason="hand"><choice><abbr>pre<del type="over">p</del><add place="over" indicator="no">m</add>ed.d</abbr><expan>premeditated</expan></choice></unclear> <lb xml:id="l51"/>to M<hi rend="superscript">r</hi>. Neale, for the service of the Mint, by an Order of Your Lordships to the Auditors <lb xml:id="l52"/>of the Imprests to Allowe it in M<hi rend="superscript">r</hi>. Neales Accompt</p>
