                <p rend="indent0" xml:id="par1"><hi rend="large">To the <choice><abbr>R<hi rend="superscript">t</hi>:</abbr><expan>Right</expan></choice> <choice><abbr>Hon<hi rend="superscript">ble</hi>:</abbr><expan>Honourable</expan></choice> the Lords <choice><abbr>Com<hi rend="overline">m</hi>rs</abbr><expan>Commissioners</expan></choice> of His Majestys Treasury</hi></p>
                
                <p rend="indent0" xml:id="par2"><hi rend="large">May it Please Your Lordships</hi></p>
                
                <p rend="indent5" xml:id="par3">In Obedience to your Lordships Order that We should Consider of the Most <lb xml:id="l1"/>Effectual Methods to prevent the Counterfeiting and Diminishing the Coin of this <lb xml:id="l2"/>Kingdom, and to lay them before Your Lordships, We humbly Represent</p>
                
                <p rend="indent5" xml:id="par4">That it will be necessary that An Act of Parliament made the 8<hi rend="superscript">th</hi>: &amp; 9<hi rend="superscript">th</hi>. of His <lb xml:id="l3"/>Present Majesty by Continued, Entitled An Act for the better preventing the Counterfeiting <lb xml:id="l4"/>the Currant Coin of this Kingdom which was Continued by another Act of the 9 &amp; 10 <unclear reason="hand" cert="high">Guliel</unclear> <lb xml:id="l5"/>Entitled An Act for the better preventing the Counterfeiting, Clipping, and other diminishing <lb xml:id="l6"/>the Coin of this Kingdom, but Expires the last day of this sessions of parliament. It having <lb xml:id="l7"/>been found of great Vse to Discourage Coiners, or bring them to punishment.</p>
                
                <p rend="indent5" xml:id="par5">But we are humbly of opinion that a Clause in the said Act, whereby tis made <lb xml:id="l8"/>Felony for any person to take, receive, pay, or putt off any Counterfeit Milled Money, or any <lb xml:id="l9"/>Milld Money unlawfully diminished &amp; not cutt in pieces, at or for a lower rate than the <lb xml:id="l10"/>Same by its Denomination doth import, or was Coined, or Counterfeited for, loses its Effect, <lb xml:id="l11"/>by being too Severe Iurys being unwilling to punish a crime with Death which is <lb xml:id="l12"/>often Committed without any ill Design. And the Law would be more Effectually <lb xml:id="l13"/>Observed if the Penalty were less Severe.</p>
                
                <p rend="indent5" xml:id="par6">That there be a Clause in the said Act that the £40 Reward for Convicting <lb xml:id="l14"/>any Coiner, shall not be paid any longer by the Sheriff of the County but by the Receiver <lb xml:id="l15"/>General to be allowed him upon his <choice><abbr>Acc<hi rend="superscript">ts</hi>.</abbr><expan>Accounts</expan></choice> in the Exchequer It being a General Complaint <lb xml:id="l16"/>that the Sheriffs in the Country often Discountenance such Tryals, to avoid being out <lb xml:id="l17"/>of Pocket so much Money.</p>
                
                <p rend="indent5" xml:id="par7">That from and after <space dim="horizontal" unit="chars" extent="16"/> no person have in his Custody any <lb xml:id="l18"/>Flasks for casting of Metals, without a License Signed by two or more of the Iustices <lb xml:id="l19"/>of the Peace at the Quarter Sessions (which License shall be there Registered without <lb xml:id="l20"/>Fee) under the penalty of <space dim="horizontal" unit="chars" extent="14"/> or <space dim="horizontal" unit="chars" extent="3"/> Months Imprisonment: the Trade <lb xml:id="l21"/>of Counterfeiting being generally carryed on with those Instruments. And because the <lb xml:id="l22"/>Instruments are made use of in lawfull callings, it is not punishable without further <lb xml:id="l23"/>proof, when they are found upon suspicious persons.</p>
                
                <p rend="indent5" xml:id="par8">That for the more Effectual preventing the Currency of Counterfeit Money, the <lb xml:id="l24"/>Bank of England and all Goldsmiths who Circulate Bills of Creditt be obliged by the <lb xml:id="l25"/>said Act to cutt all Money they refuse in payment under the penalty of <space dim="horizontal" unit="chars" extent="8"/> <lb xml:id="l26"/>for every offence And that for their greater Encouragement to do their Duty, the <lb xml:id="l27"/>Receivers of Taxes be obliged upon Demand to change any Money that proves good <lb xml:id="l28"/>upon cutting and that it be brought into His Majestys Mint to be new Coined</p>
                
                <p rend="indent5" xml:id="par9">All which is humbly submitted to your Lordships great wisdom by</p>
