                <p rend="indent0" xml:id="par1"><hi rend="large">Th<choice><orig>ô</orig><reg>ough</reg></choice></hi> in former Ages, as is before mention'd, our Kings <lb xml:id="l2"/>had their Mints at York, Canterbury, Bristole, <lb xml:id="l3"/>Southward, &amp; other places within <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice>Kingdom, &amp; at <lb xml:id="l4"/>Calais in France, when <choice><abbr>y<hi rend="superscript">t</hi>.</abbr><expan>that</expan></choice> Town belonged to <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> Crown of <lb xml:id="l5"/>England; &amp; mony was coynd at these places by publick <lb xml:id="l6"/>Authority so lately as in <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> reign of Edward 6<hi rend="superscript">th</hi>., yet <lb xml:id="l7"/>since that time I doe not finde his <choice><abbr>success.<hi rend="superscript">rs</hi></abbr><expan>successors</expan></choice> have thought <lb xml:id="l8"/>fitt to appoint any other Mint for <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> coynage of <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> Gold <lb xml:id="l9"/>&amp; Silver, besides that in the Tower of London: excep<lb type="hyphenated" xml:id="l10"/>ting the Mints at Oxford, &amp; Shrewsbury, which in <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> <lb xml:id="l11"/>heat of the late Civill War, King Charles the 1.<hi rend="superscript">st</hi> <lb xml:id="l12"/>appointed to coin the Plate given him by <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> well affected <lb xml:id="l13"/>Nobility, and Gentry to supply his urgent occasions; <lb xml:id="l14"/>and these Mints continued but for a short time. The <lb xml:id="l15"/>Mint in <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> Tower only, having been found sufficient to <lb xml:id="l16"/>dispatch <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> coynage of all <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> Gold, &amp; Silver Bullion imported <lb xml:id="l17"/>at all times, but in <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> late Reform in 1696, when for <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> greater <lb xml:id="l18"/>dispatch in recoyning all the silver clipt and <lb xml:id="l19"/>hammerd monys, <del type="strikethrough">monys</del> which amounted to between <lb xml:id="l20"/>eight and nine millions in Tale the Government <lb xml:id="l21"/>not knowing at first what su<choice><orig>m̄</orig><reg>mm</reg></choice>s could be new coind at the <lb xml:id="l22"/>Tower, &amp; foreseeing to what Perplexitys the Nation would 
                    
                    <fw type="catch" place="bottomRight">be</fw><pb xml:id="p095r" n="95r"/><fw type="pag" place="topRight"><del type="strikethrough" hand="#unknown">181.</del></fw><fw type="pag" place="topRight" hand="#unknown">95</fw> 
                    
                    be reduc'd for want of the silver Cash in trade, thought <lb xml:id="l23"/>it highly necessary to appoint other Mints, and the <lb xml:id="l24"/>Parliament concurring in that opinion, A clause was <lb xml:id="l25"/>inserted in the first Act for remedying the ill state of <lb xml:id="l26"/>the Coin, <choice><orig>T</orig><reg><hi rend="underline">T</hi></reg></choice><hi rend="underline">hat for the ease of his Majesties subjects, <lb xml:id="l27"/>the New Mints to be erected by him should not be less <lb xml:id="l28"/>than four</hi>. But the charge in setting up and continuing <lb xml:id="l29"/>such Mints being <choice><sic>througly</sic><corr>thoroughly</corr></choice> considered after <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> rising <lb xml:id="l30"/>of the Parliament in the spring in 1696. by the Lords <lb xml:id="l31"/>of the Treasury then in Commission, and the Govern<lb type="hyphenated" xml:id="l32"/>ment having little or no Cash to dispose of for that <lb xml:id="l33"/>use, the publick mony being all appropriated to the <lb xml:id="l34"/>service of the Army and Navy they would willingly <lb xml:id="l35"/>have sav'd the Government that extraordinary expence; <lb xml:id="l36"/>but for the express terms of the late Ac<supplied reason="blotDel">t</supplied>; and <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> great <lb xml:id="l37"/>clamours and generall uneasinesse of the people in all <lb xml:id="l38"/>parts of the Nation, which began to appear in Aprill <lb xml:id="l39"/>and May 1696.</p>
                
                <p xml:id="par2"><hi rend="large">The Ennemys</hi> of the Government at that time <lb xml:id="l40"/>had industriously spread a report, That the King and his <lb xml:id="l41"/>Ministers intended to drain the Nation of their mony <lb xml:id="l42"/>bring it all to the Tow<choice><sic>'</sic><corr type="delText">'</corr></choice><del type="over">r</del><add place="over" indicator="no">e</add>r, and when 'twas new coynd, <lb xml:id="l43"/>carry it all over to his Armys and <choice><sic>freinds</sic><corr>friends</corr></choice> abroad. <space dim="vertical" unit="lines" extent="1"/></p>

                <p xml:id="par3">Now th<choice><orig>ô</orig><reg>ough</reg></choice> the People were generally well affected to <lb xml:id="l44"/>the Government, yet they took notice of the summs <lb xml:id="l45"/>that publick Receivers were dayly sending out of <lb xml:id="l46"/>the Country to the Exchequer and that the greatest <lb xml:id="l47"/>part of the silver monys was not passable by the <lb xml:id="l48"/>Kings proclamation of 19 December 1695 after such <lb xml:id="l49"/>a Term but in payments or Loans to the King only: <choice><abbr>w.<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l50"/>mande some perhaps not very <add place="supralinear" indicator="yes">un-</add>willing to <choice><sic>beleive</sic><corr>believe</corr></choice> the <lb xml:id="l51"/>insinuation.</p>
                
                <p xml:id="par4">To quiet therefore the minds of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> people and in <lb xml:id="l52"/>complyance with the forementioned clause, the <lb xml:id="l53"/>Lords of the Treasury on the 16 May 1696 orderd <lb xml:id="l54"/>proper officers Clerks and others to be instructed <lb xml:id="l55"/>at the Tower and to be sent to Exeter and York, &amp; <lb xml:id="l56"/>on the 22 the<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">y</add><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> s<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/>l</del><add place="over" indicator="no">se</add>nt the like order for the 3 other <lb xml:id="l57"/>Mints at Bristow, Chester and Norwich.</p>
                
                <p xml:id="par5"><hi rend="large">The</hi> Officers of the Mint in the Tower appointed <lb xml:id="l58"/>one to instruct those persons who were to be con<lb type="hyphenated" xml:id="l59"/>cerned in the accompting part of the Mint. which <lb xml:id="l60"/>he did accordingly and <del type="strikethrough">appointe</del>drew up written Instruc<lb type="hyphenated" xml:id="l61"/>tions for 'em containing the order and method of all <lb xml:id="l62"/>their businesse and those Instructions were sent to <lb xml:id="l63"/>every Mint. But 'tis observable that the same error was <lb xml:id="l64"/>committed in the disposall of some of these little stations,

                    as is in many other <add place="supralinear" indicator="yes">publick</add> Imployments. Characters are too <lb xml:id="l65"/>easily given by great Men and their Letters recom<lb type="hyphenated" xml:id="l66"/>mendatory carry an Authority with 'em to inferiour <lb xml:id="l67"/>officers: hence it is that many places fall into the <lb xml:id="l68"/>hands of very unqualifyed persons <choice><abbr><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">w</add>.<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is a great <lb xml:id="l69"/>discouragement to the able and diligent officer and <lb xml:id="l70"/>after some time not a little detrimental to the <choice><abbr>Publ<hi rend="superscript">k</hi></abbr><expan>Publick</expan></choice>. <lb xml:id="l71"/>Some of M<hi rend="superscript">r</hi>. Neals Deputys were incapable of <lb xml:id="l72"/>Instruction, two of 'em had but an indifferent character <lb xml:id="l73"/>for their Integrity, and he being known to be the easy <lb xml:id="l74"/>and complaisant Gentlemn had one T—r recommend<lb type="hyphenated" xml:id="l75"/>ed to him for a Clerk (but was not employd) who scarce <lb xml:id="l76"/>knew his own right hand and could hardly read or write <lb xml:id="l77"/>his Christian name. Others to conceal their ignorance <lb xml:id="l78"/>declined Instruction, and 2 or 3 persons fairly offered <lb xml:id="l79"/>themselves to be instructed but upon a tryall of their <lb xml:id="l80"/>abilitys as fairly confessed their ignorance &amp; withdrew. <lb xml:id="l81"/>Well had it been for the King if some who hapned to <lb xml:id="l82"/>be employed had used the like Ingenuity. Then we had <lb xml:id="l83"/>not been pesterd with Intricat and confused Accounts; <lb xml:id="l84"/>and the <hi rend="underline">Redheads</hi> and the <hi rend="underline">Bartons</hi> had been Potters and <lb xml:id="l85"/>Pewterers to this day.</p>
                
                <p xml:id="par6">Two or three Persons were in the begining of Iune sent

                    to fitt up convenient offices for Accompting and for melting <lb xml:id="l86"/>and making the mony, and a little after midsummer the <lb xml:id="l87"/>severall offices and Clerks &amp;c went to their appointed <lb xml:id="l88"/>stations where they were received with extraordinary  <lb xml:id="l89"/>joy by the Inhabitants, particularly the People of <hi rend="underline">Chester</hi> <lb xml:id="l90"/>wellcomed the officers of their Mint with ringing of <lb xml:id="l91"/>Bells, Bonefires and firing the Canon from the Castle. <lb xml:id="l92"/>They good people dreamed of golden dreams. A mint <lb xml:id="l93"/>they concluded, would be an inexhaustible fund which <lb xml:id="l94"/>could infallibly supply all their occasions. And it was <lb xml:id="l95"/>not amiss on the publick Acco<del type="over"><unclear reason="del">unt</unclear></del><add place="over" indicator="no">mpt</add> that they were thus <lb xml:id="l96"/>mistaken. It contented the Country for the present to see <lb xml:id="l97"/>the Government took care that they should not long be <lb xml:id="l98"/>in the want of mony. And whilst they were under that <lb xml:id="l99"/>amusement a further provision was made for their <lb xml:id="l100"/>real ease and satisfaction: for the Lords of <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> Treasury <lb xml:id="l101"/>gave publick notice <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> 2<hi rend="superscript">d</hi>. Iuly 1969 that pursuant to <lb xml:id="l102"/>the Kings Letters of privy seal in that behalf, any <lb xml:id="l103"/>quantity of clypt or diminish'd pieces of silver lately <lb xml:id="l104"/>current monys should be received at the Exchequer by <lb xml:id="l105"/>way of Loan at 5<hi rend="superscript">s</hi>. 8<hi rend="superscript">d</hi>. <choice><abbr>p<hi rend="superscript">r</hi>.</abbr><expan>per</expan></choice> <choice><abbr>oz</abbr><expan>ounce</expan></choice> and tallys and orders given for <lb xml:id="l106"/>the same with 6<hi rend="superscript"><hi rend="overline">ll</hi></hi>. <choice><abbr>p<hi rend="superscript">r</hi>.</abbr><expan>per</expan></choice> Cent Interest and an Account kept <lb xml:id="l107"/>of the deficiency. <space dim="vertical" unit="lines" extent="1"/></p>

                <p rend="indent0" xml:id="par7">Mony was taken in at the Exchequer on these conditions <lb xml:id="l108"/>'till the 20 of August following; And the Lords Iustices <lb xml:id="l109"/>having directed the Lords of the Treasury not only to expe<lb type="hyphenated" xml:id="l110"/>d<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ite</add> the setting up the Country Mints, but to consider <lb xml:id="l111"/>what way they might be made most usefull for the ease of <lb xml:id="l112"/>the subject: they accordingly imprested to M<hi rend="superscript">r</hi>. Hall a <lb xml:id="l113"/>certain quantity of silver to be sent by him to each <add place="supralinear" indicator="yes">of <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> 5</add> Country-<lb xml:id="l114"/>Mints, <choice><sic>(</sic><corr type="noText"/></choice>which being the first silver there coyn'd was to be <lb xml:id="l115"/>a fund for paying the recompense of 6<hi rend="superscript">d</hi>. <choice><abbr>p<hi rend="superscript">r</hi>.</abbr><expan>per</expan></choice> <choice><abbr>oz</abbr><expan>ounce</expan></choice> for clipt mony <lb xml:id="l116"/>and Plate imported. And M<hi rend="superscript">r</hi>. Hall was further direc<lb type="hyphenated" xml:id="l117"/>ted to appoint a Deputy at each Mint to be a generall <lb xml:id="l118"/>Receiver of the clipt mony and Plate aforesaid. <lb xml:id="l119"/>These Receivers took an Account of the <choice><abbr>N<hi rend="superscript">o</hi></abbr><expan>Number</expan></choice> of ounces <lb xml:id="l120"/>gross in clipt mony, and of the standard ounces in plate, <lb xml:id="l121"/>brought to 'em by the respective owners, and paid back in <lb xml:id="l122"/>new monys 5<hi rend="superscript">s</hi>. 8<hi rend="superscript">d</hi>. <choice><abbr>p<hi rend="superscript">r</hi>.</abbr><expan>per</expan></choice> <choice><abbr>oz</abbr><expan>ounce</expan></choice> to every Importer, which was a mighty <lb xml:id="l123"/>satisfaction to the people to see the new monys coming <lb xml:id="l124"/>abroad every day. The cl<del type="over">yp</del><add place="over" indicator="no">ip</add>t mony and Plate continued <lb xml:id="l125"/>to be receivd at the Country Mints in this manner 'til <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> <lb xml:id="l126"/>4<hi rend="superscript">th</hi>. of November 1696 and in a short time after the new <lb xml:id="l127"/>Monys proceeding there from and transmitted by M<hi rend="superscript">r</hi>. Hall to  <lb xml:id="l128"/>amounted to 53689<hi rend="superscript">L</hi>: 18<hi rend="superscript">s.</hi>. 5<hi rend="superscript">d</hi>. at Bristol; and 22940<hi rend="superscript">L</hi>: 12<hi rend="superscript">s.</hi>. 05<hi rend="superscript">d</hi>

All which amoun<lb type="hyphenated" xml:id="l130"/>ting to 262409<hi rend="superscript">L</hi>. 1<hi rend="superscript">s</hi>. 8<hi rend="superscript">d</hi>. was so reasonably a supply to <lb xml:id="l131"/>the neighbouring Countrys that it putt a little life into <lb xml:id="l132"/>business, and the Country marketts, and prevented very <lb xml:id="l133"/>great disorders that without this provision might pro<lb type="hyphenated" xml:id="l134"/>bably have hapened and would have prov'd of very dange<lb type="hyphenated" xml:id="l135"/>rous consequence to the Government</p>

The Monys coyn'd at each of <lb xml:id="l149"/>the Mints had the first Letter of the Place impress'd on <lb xml:id="l150"/>the Headside, for distinction.</p>
