                <p rend="center" xml:id="par1"><hi rend="larger">To the Most Honorable the Lord High Treasurer</hi> <lb type="intentional" xml:id="l1"/>of Great Brittain</p>
                
                <p rend="indent0" xml:id="par2">May it please your Lordship</p>
                
                <p xml:id="par3"><hi rend="large">In</hi> Obedience to your Lordship's order of Reference to us upon <lb xml:id="l2"/>the annexed Petition of the Pewterers of London to her Majesty in Council, <lb xml:id="l3"/>We humbly represent to your Lordship that we have considered the same, <lb xml:id="l4"/>and upon examining the Allegations thereof do find that the Petitioners <lb xml:id="l5"/>are by law oblidged to make their pewter perfectly fine (which we <lb xml:id="l6"/>believe they have complyed with) and that on the contrary <lb xml:id="l7"/>forreign Nations manufacture their<supplied reason="omitted">s</supplied> by mixing lead at pleasure with <lb xml:id="l8"/>Tin, whereby they may undersell the Petitioners, as we Iudge by <lb xml:id="l9"/>the several tryalls and experiments they have made before us of <lb xml:id="l10"/>sundry sorts of forreign pewter, the best of which has appeared <lb xml:id="l11"/>to be considerably inferior in goodness to that Manufactured in England.</p>
                
                <p xml:id="par4">We do likewise find that the Pewterers have some times purchased <lb xml:id="l12"/>500<choice><orig/><reg>'</reg></choice>000<hi rend="superscript">lwt</hi> of Tin per Annum of the Stannarys to be totally manufactured by <lb xml:id="l13"/>them, paying £3. per hundred to the Owners of aid Tin, and 18<hi rend="superscript">s</hi> per <lb xml:id="l14"/>hundred to the King or Prince of Wales, for the right of preemption, <lb xml:id="l15"/>and covenanting that no other Tin should be sold to be manufactured in <lb xml:id="l16"/>England, nor disposed of to the Merchants at a lower rate then to <lb xml:id="l17"/>themselves, and when other subjects have farmed the Tin, they have <lb xml:id="l18"/>sometimes abated 18<hi rend="superscript">s</hi> per hundred to the Pewterers for 100<choice><orig/><reg>'</reg></choice>000<hi rend="superscript"><hi rend="overline">l</hi>wt</hi>. of <lb xml:id="l19"/>Tin per Annum, which abatement we humbly conceive to be the <lb xml:id="l20"/>price of the preemption: But the Petitioners have not made it <lb xml:id="l21"/>appear to us that the Crown upon farming the Tin hath sold it at <lb xml:id="l22"/>a lower rate to the Pewterers then to the Merchants.</p>
                
                <p xml:id="par5">We Also humbly certifie to your Lordship that the Dutys of three <lb xml:id="l23"/>shillings per hundred upon Tin, and two shillings per hundred upon <lb xml:id="l24"/>Pewter exported do determine the 1<hi rend="superscript">st</hi>. of August next, as the petition setts <lb xml:id="l25"/>forth, and that it appeares to us by Certificates we have from the <lb xml:id="l26"/>Office of the Inspector General at the Customehouse that the pewter <lb xml:id="l27"/>exported for Nine years last past hath amounted at a Medium to <lb xml:id="l28"/>about Two hundred Tun per Annum.</p>
                
                <p xml:id="par6">And further we humbly represent to your Lordships that the <lb xml:id="l29"/>Petitioners do not now claim an abatement of the price of Tin as <lb xml:id="l30"/>a matter of right, but submitt their case, as to the Encouragement of <lb xml:id="l31"/>the exportation of pewter, to her <choice><abbr>Maj<hi rend="superscript">es</hi>.</abbr><expan>Majesties</expan></choice> Grace and pleasure.</p>
