    <p rend="indent0" xml:id="par2">May it please <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par3">The Mint is a place not subject to any military power but is 
        <lb xml:id="l2"/>directly under the King &amp; Council &amp; the <choice><abbr>L<hi rend="superscript">d</hi></abbr><expan>Lord</expan></choice> <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Treasury 
        <lb xml:id="l3"/>&amp; Officers of the Mint. And by <add place="supralinear" indicator="yes">ancient charges is of a distinct jurisdiction &amp;</add> the Indentures of the Mint no <choice><sic>stan<lb type="hyphenated" xml:id="l4"/>gers</sic><corr>strangers</corr></choice> may live or lodge in the Mint without the leave of the Officers 
        <lb xml:id="l5"/>of the Mint, &amp; by an Order of King Charles <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> II all strangers 
        <lb xml:id="l6"/>were turned out of the Mint &amp; prohibited to live there any more 
        <lb xml:id="l7"/>without the leave of the <choice><abbr>L<hi rend="superscript">d</hi></abbr><expan>Lord</expan></choice> Treasurer &amp; Chancellour of the Ex<lb type="hyphenated" xml:id="l8"/>chequer. But notwithstanding th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> <del type="cancelled">C<gap reason="illgblDel" unit="chars" extent="4"/></del> Constitution, General Compton 
        <lb xml:id="l9"/>the L<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">i</add>eu<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">te</add>nant of the Tower has brought the Earle of Oxford into 
        <lb xml:id="l10"/>the House of the Comptroller of the Mint, &amp; there put a guard 
        <lb xml:id="l11"/>upon him, as if that house &amp; by consequence the whole Mint was 
        <lb xml:id="l12"/>under his jurisdiction.</p>
        
        <p xml:id="par4">My Lords, the safety of the Coynage <add place="supralinear" indicator="yes">&amp; encouragement of the importation of Bullion</add> depends upon keeping 
            <lb xml:id="l13"/>the Mint out of the hands of the Garison, 
            <del type="strikethrough">&amp; the safety of 
                <lb xml:id="l14"/>Prisoners depends upon keeping them in a Legal custody under the 
                <lb xml:id="l15"/>Iurisdiction of their Keepers. And I am humbly of opinion not only 
                <lb xml:id="l16"/>that the Prisoner be removed into a legal custody but also</del> <choice><sic>that</sic><corr type="delText">that</corr></choice>
            <del type="strikethrough"><lb xml:id="l17"/>something be done <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> may hinder this invasion of the Mint from 
                <lb xml:id="l18"/>being drawn into president hereafter</del>
        <add place="supralinear interlinear" indicator="no">And <add place="supralinear" indicator="no">therefore</add> I am humbly of <lb xml:id="l19"/>opinion that something be done <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> may prevent the discouragement of the <lb xml:id="l20"/>Merchants <del type="strikethrough">at present</del> &amp; the drawing of this invasion of the Mint into precedent</add></p>
