<p>On encroachments since 1660 by soldiers of the Tower on property assigned to the Mint. In particular, they have demolished the house of the smith [Thomas Sylvester] (probably with his connivance) and begun building a new one. Sentries continue to be posted within the Mint despite two cases of sentries being caught stealing silver. Request a clear ruling on boundaries, suspension of the building work, control over the Mint gates, and the expulsion from Mint territory of all people not connected with it.</p>

    <p xml:id="par4"><hi rend="largest">B</hi><hi rend="larger">y</hi> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wisdom &amp; minificence of diverse of his present <lb xml:id="l1"/><choice><abbr><hi rend="large">M</hi>aj<hi rend="superscript">tys</hi></abbr><expan><hi rend="large">M</hi>ajestys</expan></choice> royall progenitors, there has been granted &amp; confirm'd to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> use and <lb xml:id="l2"/>service of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Mint</hi> in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower; that parcell of ground situate on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l3"/>left, at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> entrance into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Tower</hi>: beginning about 30 Foott from <lb xml:id="l4"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Warders Lodge &amp; reaching to a gate sett up in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> East part <lb xml:id="l5"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> end of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Irish <hi rend="large">Mint</hi>, near a building call'd <lb xml:id="l6"/><hi rend="large">Divell's</hi> <choice><orig>Tower</orig><reg><hi rend="large">Tower</hi></reg></choice>; conteining <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> ground lying &amp; situate between <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l7"/>outward Well of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Tower</hi>, &amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wall of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Inner Tower</hi>: <lb xml:id="l8"/>All which tract of ground was designd &amp; intended for Work <lb xml:id="l9"/>houses. Dwelling-houses, &amp; other convenient Lodgings &amp; Buildings <lb xml:id="l10"/>for the OFficers, Clerks, Mony<choice><orig><hi rend="superscript">rs</hi>.</orig><reg>ers</reg></choice> Artificers &amp; Labourers belonging <lb xml:id="l11"/>to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint.</p>
    
    <p xml:id="par5"><hi rend="larger">But</hi> since <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Restauration of <choice><abbr><hi rend="large">K</hi><hi rend="superscript">g</hi>.</abbr><expan>King</expan></choice> Ch. <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 2<hi rend="superscript">d</hi>, a <lb xml:id="l12"/>building has been erected, call'd <hi rend="large">Leg's</hi>-<choice><orig>Mount</orig><reg><hi rend="large">Mount</hi></reg></choice>, at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> North-west <lb xml:id="l13"/>corner of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower, faceing Tower-hill, within <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Libertys of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l14"/>Mint before describ'd, &amp; barraques made therein for lodging <lb xml:id="l15"/>souldiers.</p>
    
    <p xml:id="par6"><hi rend="larger">And</hi> another building adjoyning thereunto, erected in <lb xml:id="l16"/>or about the year 169<space dim="horizontal" unit="chars" extent="1"/> for a dwelling-house for one of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Clerks <lb xml:id="l17"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Ordnance</hi>, within <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Limitts aforesaid.</p>

    <p xml:id="par10"><hi rend="large">And</hi> a house lately standing on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Northside of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower <lb xml:id="l28"/>within <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> limitts of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint aforesaid, &amp; in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> occupation of <hi rend="large">Thomas <lb xml:id="l29"/>Sylvester</hi> Smith to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Mint</hi>, is now demolished, but order of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Officers <lb xml:id="l30"/>of the Ordnance, as is said, to rebuild it for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> use &amp; service <lb xml:id="l31"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Ordnance</hi></p>
    
    <p xml:id="par11"><hi rend="large">And the Mint-streett</hi> is now become, &amp; made a great <lb xml:id="l32"/>thorough-face, by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Soldiers in Garrison, by strangers living in it, <lb xml:id="l33"/>And by people, whome <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Warders being to see <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint, &amp; shew them <lb xml:id="l34"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> tower: which ill practice very much exposes <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> gold &amp; silver <lb xml:id="l35"/>monys, that must be carryed from one Workhouse to another, to <lb xml:id="l36"/>perfect <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <choice><orig><hi rend="large">C</hi></orig><reg>C</reg></choice>oynage</p>
    
    <p xml:id="par12"><hi rend="large">And</hi> besides all <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> aforesaid encroachments upon our bounds <lb xml:id="l37"/>&amp; invasion of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> rights &amp; limitts of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint: since <choice><abbr>K<hi rend="superscript">g</hi>.</abbr><expan>King</expan></choice> Ch. <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 2<hi rend="superscript">d</hi> plac'd a <lb xml:id="l38"/>garrison in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower (which was never practic'd, or remember'd to <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">be</add> done <lb xml:id="l39"/>before his reign) the <hi rend="large">Lieutenants</hi> or Chief Goverours of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Tower</hi> <lb xml:id="l40"/>have caus'd diverse Centinells to be posted within <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint at diverse <lb xml:id="l41"/>places, who together with <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Labourers, Smiths, &amp; other Artificers <lb xml:id="l42"/>belonging to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Ordnance</hi>, in great numbers, at some times, resort <lb xml:id="l43"/>to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Mint</hi>, to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> great &amp; apparent hazard of divulging <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> mystery of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l44"/><hi rend="large">Coynage</hi>; by insinuating themselves into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> acquaintance of our mony<choice><orig><hi rend="superscript">rs</hi>.</orig><reg>ers</reg></choice> <lb xml:id="l45"/>Labourers &amp; Artificers; by taking patterns of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> tools, utensills, &amp; Engines <lb xml:id="l46"/>used in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Coynage, by corrupting the persons employd in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> workmanship <lb xml:id="l47"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Gold &amp; silver coynes, &amp; hereby exposing <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> reputation of them, <lb xml:id="l48"/>which would be a matter of very dangerous consequence to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> trade <lb xml:id="l49"/>&amp; credit of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">Nation</hi> And this intrenchment upon Vs, has <lb xml:id="l50"/>allready, as Wee have very good reason to suspect, given an Opportunity

        <hi rend="larger">T</hi><hi rend="large">o a B</hi>urglary &amp; robbery committed, as is supposd, by a Centinell, who <lb xml:id="l51"/>being posted on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> line, on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> back part of our assaymasters Office<choice><orig><add place="marginRight" indicator="no">q</add></orig><reg/></choice> <lb xml:id="l52"/>did about 6 years since take-out thence an Ingott of silver of <lb xml:id="l53"/><choice><orig><add place="marginLeft" indicator="no">q</add></orig><reg/></choice>value; and there being a <choice><orig><hi rend="large">q</hi></orig><reg>q</reg></choice>uantity of Gold lying in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same room <lb xml:id="l54"/>a day or two before, it might have provd a far greater Loss to <lb xml:id="l55"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <hi rend="large">King. And</hi> <choice><orig><hi rend="large">A</hi></orig><reg>A</reg></choice>nother robbery was attempted about two <lb xml:id="l56"/>years since, but was prevented, as is thought, by an <hi rend="large">Alarme</hi></p>
    
    <p xml:id="par13"><hi rend="large">And</hi> during <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> great coynage, Wee have good cause to <choice><sic>belive</sic><corr>believe</corr></choice>, that <lb xml:id="l57"/>great quantitys of silver wrought &amp; unwrought into monys were imbezilld: <lb xml:id="l58"/>some having been since found in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower ditch, and good numbers of blanks <lb xml:id="l59"/>in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Thames at Low water; to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> great detriment both of Melter &amp; <lb xml:id="l60"/>Monyers.</p>
    
    <p xml:id="par14"><hi rend="large">And</hi> Wee humbly presume further to represent, that the <hi rend="large">Mint</hi> <lb xml:id="l61"/>is not only very unsafe by being expos'd to Soldiers &amp; foreign Labourers: <lb xml:id="l62"/>but <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> discouragements to both Officers &amp; Clerks, Artificers &amp; all other persons <lb xml:id="l63"/>concernd in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint are become equally grievous, &amp; in a manner insupportable. <lb xml:id="l64"/>These Evills every day grow upon <hi rend="large">us</hi>, and <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> consequence will be, if not <lb xml:id="l65"/>timely prevented, <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> no Officer or any other person concernd in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint, shall <lb xml:id="l66"/>have any dwelling-house left him, tho' as expressly granted him in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> King's <lb xml:id="l67"/><hi rend="large">Patents</hi>, &amp; by diverse Antient Charges, as <hi rend="large">Words can make it</hi>.</p>
