    <p rend="indent0" xml:id="par1">The Engraving of Mint and Medals is to be regarded as a great <lb xml:id="l1"/>ornament to a Nation, of which all flourishing Kingdoms are Care<lb type="hyphenated" xml:id="l2"/>full, that this work may be done to the best perfection; whereby a King <lb xml:id="l3"/>is much honour'd when His Effigy is represented thereon in the best likeness, <lb xml:id="l4"/>proportion, and finness of worck, and is given a General satisfaction to all <lb xml:id="l5"/>the subjects of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> whole Kingdom to see this worck done with much art and <lb xml:id="l6"/>finish'd to perfection; it is not only a present satisfaction but to all posterity <lb xml:id="l7"/>a perpetual memory and honour to the King represented thereon, if it is <lb xml:id="l8"/>done with the best art and great application; as there is no publick service <lb xml:id="l9"/>more expos'd to the Iudgment of the whole Nation as going <choice><sic>thorough</sic><corr>through</corr></choice> the <lb xml:id="l10"/>hands of every particular then <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Engraving of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint it ought to be a <lb xml:id="l11"/>singular notice taken, that as the Nation doth provide for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Expences <lb xml:id="l12"/>thereof, they should be serv'd also with <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> best work, seeing that if any <lb xml:id="l13"/>deffect appears it Cannot be hid, but is always exposd to the whole Kingdom <lb xml:id="l14"/>and the Iudgment of those which Can discern between good and bad work <lb xml:id="l15"/>If any deffects are not remedied, it may give occasion to attribute a want of <lb xml:id="l16"/>vigilante in whom the power is lodg'd to have the direction thereof, and <lb xml:id="l17"/>although in defence of such defects some good Coulor'd reasons may be aledg'd <lb xml:id="l18"/>to particulars, it will not take Effect by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> publick who Iudge according to <lb xml:id="l19"/>what they see, and finding that in former Reigns, as King Charles <lb xml:id="l20"/>and King <choice><orig>I</orig><reg>J</reg></choice>ames the 2<hi rend="superscript">d's</hi>: the work was done with more art and <lb xml:id="l21"/>neatness, they will Iudge the present much inferiour in all its parts <lb xml:id="l22"/>as it is in reality, and therefore have a Contempt for it.</p>
    
    <p rend="indent0" xml:id="par2">The Engraving of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint and Medals being done with great defect <lb xml:id="l23"/>as is Generally ac<choice><orig>K</orig><reg>k</reg></choice>nowledg'd, The Court and Ministry are very sensible <lb xml:id="l24"/>thereof, and the Kings desire is that this work might be done with more <lb xml:id="l25"/>Capacitty to the Contentment of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Publick; it is presum'd that <choice><abbr>Y<hi rend="superscript">r</hi>:</abbr><expan>Your</expan></choice> <choice><abbr>H<hi rend="superscript">r</hi>:</abbr><expan>Honour</expan></choice> <lb xml:id="l26"/>who is vested with the power to reform where such a publick trust <lb xml:id="l27"/>is not serv'd so well as is requir'd, will have more regard to satisfie <lb xml:id="l28"/>the King as concerning His own Royal Person and the publick

    then to formalities, or the Interest of Private Persons, for Which some <lb xml:id="l29"/>methods might be taken that the Publick should be better serv'd without <lb xml:id="l30"/>prejudice to any, and as <choice><abbr>Y<hi rend="superscript">r</hi>:</abbr><expan>Your</expan></choice> <choice><abbr>H<hi rend="superscript">r</hi>:</abbr><expan>Honour</expan></choice> hath new in several successiv Reigns <lb xml:id="l31"/>with great honour and vigilance directed the affairs belonging <lb xml:id="l32"/>to the Mint it would be a great addition of honour if under His <lb xml:id="l33"/>direction the work of Engraving should be brought to a better <lb xml:id="l34"/>perfection, and the Irregularities which have occasiond the deffects <lb xml:id="l35"/>reform'd, and such measures taken that in the future the like <lb xml:id="l36"/>might be prevented, and that the Mint should always be provided <lb xml:id="l37"/>with the best Engravers to which end the Following proposals <lb xml:id="l38"/>are humbly to <choice><abbr>y<hi rend="superscript">r</hi>:</abbr><expan>your</expan></choice> <choice><abbr>H<hi rend="superscript">r</hi>:</abbr><expan>Honour</expan></choice> Clear and wise Iudgement submitted.</p>
    
    <p rend="indent0" xml:id="par3"><add place="lineBeginning" indicator="no">1</add> The <choice><sic>cheif</sic><corr>chief</corr></choice> point that the Mint should be best serv'd with the <lb xml:id="l39"/>Engraving, is to make Choice of such an Engraver, which Can <lb xml:id="l40"/>give proofs to ma<choice><orig>K</orig><reg>k</reg></choice>e the best work for heads and Reverses of <lb xml:id="l41"/>Medals, Embossing of wax great and smahl seals and stone Engra<lb type="intentional" xml:id="l42"/>ving to have a great practise in fine work of antiquity, He will <lb xml:id="l43"/>not only be able to serve best in this post; but also be fittest to <lb xml:id="l44"/>bring up good Disciples to serve well after him, and if in future <lb xml:id="l45"/>such a method will be taken, then the service of the Mint will <lb xml:id="l46"/>always be well supplied, which has been omitted by the present <lb xml:id="l47"/>Engraver and His predecessor; and as the Engraving of the seals <lb xml:id="l48"/>hath been always Ioind and Comprehended in one except since <lb xml:id="l49"/>the decease of M<hi rend="superscript">r</hi>: Harris, where a separate seal Engraver for <lb xml:id="l50"/>the King hath been appointed, which is a Considerable <unclear>branch</unclear> <lb xml:id="l51"/>att the Change of every Reign, it is supposd to be done upon <lb xml:id="l52"/>this ground that M<hi rend="superscript">r</hi>: Kroger who being not an Engraver by <lb xml:id="l53"/><choice><sic>by</sic><corr type="noText"/></choice> profession but a Ieweler was thought not to be qualified to do <lb xml:id="l54"/>the seal work in which he had no practice; yet it would be encou<lb type="hyphenated" xml:id="l55"/>raging and deserving that those which labour Constantly for the King <lb xml:id="l56"/>and publi<choice><orig>K</orig><reg>k</reg></choice> service in the Coin and Medals to have also upon such <lb xml:id="l57"/>occasions the benefit of that work from the Crown</p>

    <p rend="indent0" xml:id="par4"><add place="lineBeginning" indicator="no">2</add> As the Engraving of the Mint is to be regarded, as the <choice><sic>Cheif</sic><corr>Chief</corr></choice> <lb xml:id="l58"/>work, and an art, all the others being but mechani<choice><orig>K</orig><reg>k</reg></choice>, it is next <lb xml:id="l59"/>to the choosing of the best qualified Engraver, the <choice><sic>cheifest</sic><corr>chiefest</corr></choice> <unclear reason="hand" cert="low">motis</unclear> <lb xml:id="l60"/>to be best serv'd, to provide the same with a suitable salary to the <lb xml:id="l61"/>quality of the work, as it hath been observ'd in former Reigns, <lb xml:id="l62"/>which will oblige the Engraver to apply his utmost endeavours <lb xml:id="l63"/>to make himself deservd thereof</p>
    
    <p rend="indent0" xml:id="par5"><add place="lineBeginning" indicator="no">3</add> It would be of gret service that 2 or 300£ should be Employd <lb xml:id="l64"/>to ma<choice><orig>K</orig><reg>k</reg></choice>e a Collection of all sorts of Anti<choice><orig>K</orig><reg>k</reg></choice> and Modern Medals <lb xml:id="l65"/>or Impressions thereof, fine prints, antic<choice><orig>K</orig><reg>k</reg></choice> has reliev's Figures <lb xml:id="l66"/>and Heads to remain always registred in the Mint for the use <lb xml:id="l67"/>of the Engravers att present and for the future</p>
    
    <p rend="indent0" xml:id="par6"><add place="lineBeginning" indicator="no">4:</add> It would be proper to give permission to such an Engraver <lb xml:id="l68"/>for some Month to make the above sayd Collection partly att <lb xml:id="l69"/>Patis, and att <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same time to examine all the methods that <lb xml:id="l70"/>are in practice there for the perfection of the work in Coin <lb xml:id="l71"/>and Medals, to the end that it might be done here so well as <lb xml:id="l72"/><add place="lineBeginning" indicator="no">in</add> any <del type="strikethrough">in</del><add place="supralinear" indicator="no">part of</add> Europe.</p>
    
    <p rend="indent0" xml:id="par7"><add place="lineBeginning" indicator="no">5</add> It would not be sufficient to bring up disciples to instruct them with <lb xml:id="l73"/>all Care and application, but to render them fitter to the performance <lb xml:id="l74"/>of the best work they ought to be some years brought up in the Academy <lb xml:id="l75"/>of drawing and Embossing att Paris, that they may have a solid foun<lb type="hyphenated" xml:id="l76"/>dation, to do in future the work with more perfection; by these <lb xml:id="l77"/>Methods the Kingdom will be in the future always serv'd to great <lb xml:id="l78"/>satisfaction.</p>
