<p>Another refutation of the view that increasing the price of tin will bring other countries into the trade to England's disadvantage. This is like saying the Dutch should sell spice cheap 'for feare that wee should plant spice bedds in Englande and spoyle their Trade'. Good tin is extremely difficult to find and exploit so the English mines represent a virtual world monopoly. The demand for tin has always outstripped supply. It is essential to many trades so people will pay whatever they have to for it. The English will not suffer from the price increase as 80% of tin is exported, and the increased revenue will save them from a tax that would otherwise have to be levied to refill the royal coffers. Williams considers tin would have to rise to over £20 a hundredweight to be overpriced.</p>

    <p rend="indent0" xml:id="par2"><hi rend="large">Should</hi> we advance tinne too high it will putt <lb xml:id="l4"/>other places upon Getting of Tin and wee shall have <lb xml:id="l5"/>Tinne brought from other countryes &amp; wee shall let them <lb xml:id="l6"/>into a trade From which wee shall neaver be able <lb xml:id="l7"/>to beate them out againe.</p>
    
    <p rend="center" xml:id="par3">Answered</p>
    
    <p rend="indent0" xml:id="par4">Wee have lost many Millions by this one objection in the sale <lb xml:id="l8"/>of our Tinne but could neaver hear of the fixt places <lb xml:id="l9"/>so that it must be from the world in the Moone for it <lb xml:id="l10"/>hath ben allwaise comeing but Neaver comes.</p>
    
    <p rend="indent0" xml:id="par5">The Dutch are not afraid to advance their spice <del type="strikethrough">Trees</del> <lb xml:id="l11"/>for feare that wee should plant spice Trees in <lb xml:id="l12"/>England &amp; spoyle their Trade.</p>
    
    <p rend="indent0" xml:id="par6">Five burnes a<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">d</add> Vltimu Water overflowes ad ultimum <lb xml:id="l13"/>Miners Digge &amp; search for Tinne to the uttermost of their <lb xml:id="l14"/>power and if they could possibly with all their witt mony &amp; <lb xml:id="l15"/>streng<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">th</add> gett more they would<choice><orig>–</orig><reg>.</reg></choice> And all the Tinne <lb xml:id="l16"/>in the world is yearly Consumed<choice><orig>–</orig><reg>.</reg></choice> And if it should be <lb xml:id="l17"/>brought from the places where it is now Consumed in <lb xml:id="l18"/>the Indies it would be wanted there<choice><orig>–</orig><reg>.</reg></choice> And as for finding <lb xml:id="l19"/>of Tin in New places No<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> one Man in ten thousand doth <lb xml:id="l20"/>know Tin in the Oare the Tinners are forced to <unclear reason="hand" cert="low">Banne</unclear> <lb xml:id="l21"/>it seaverall times a daye to p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>vent casting it a waye <lb xml:id="l22"/>among the <unclear reason="hand" cert="low">Kelloes</unclear>, that is the other earth for the greatest <lb xml:id="l23"/>part of it is soe mixt with other earth that the Tinner <lb xml:id="l24"/>doe not know it<choice><orig>–</orig><reg>.</reg></choice> And as it is hard to be known so it <lb xml:id="l25"/>is difficult to be founde &amp; more difficult to be followed <lb xml:id="l26"/>that it be not lost againe for the Vaynes often strike <lb xml:id="l27"/>out &amp; they loose them and the<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">y</add> must be experienced <lb xml:id="l28"/>Artists to fine it againe<choice><orig>–</orig><reg>.</reg></choice> there is also greate Art &amp; <lb xml:id="l29"/>skill in the Manadging of the Oar &amp; dressing it when they <lb xml:id="l30"/>have it they must first bring it to a fine sande like <lb xml:id="l31"/>putty &amp; it must passe through a greate many operations <lb xml:id="l32"/>to come to that.</p>
    
    <p rend="center" xml:id="par7">before Smelting</p>
    
    <p rend="indent0" xml:id="par8">Wee are loath to you out of our old waye thats all that can <lb xml:id="l33"/>be said<choice><orig>–</orig><reg>.</reg></choice> And the Notion of too De<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>re must be above 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the <lb xml:id="l34"/>hundred <unclear reason="hand" cert="low">f</unclear>or I have <del type="cancelled">&amp;</del> <unclear reason="hand" cert="low">and</unclear> that it will beare 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred.</p>

    <p rend="indent0" xml:id="par10"><add place="marginLeft" indicator="no">1</add> Itt evidently appeares that as great Quantityes of Tinne <lb xml:id="l35"/>are raised out of the Earth every year so there are <lb xml:id="l36"/>great quantityes yearly consumed and the Consumption is as <lb xml:id="l37"/>great as the production, for that in some thousands of <lb xml:id="l38"/>years there is noe stock before hand, other than what is <lb xml:id="l39"/>Occasion<del type="over">s</del><add place="over" indicator="no">d</add> by Impediments <del type="cancelled"><unclear reason="del" cert="low">&amp;</unclear></del> stoppidge of Trade, b<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">y</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="4"/></del><add place="over" indicator="no">mean</add><add place="inline" indicator="no">es</add> <lb xml:id="l40"/><del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">off</add> the warre so that what is in her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> handes is wanted <lb xml:id="l41"/><choice><orig>In</orig><reg>in</reg></choice> Germany &amp; Hungary for Tinning of Lattin plates which <lb xml:id="l42"/>are wanted all the world over<choice><orig>–</orig><reg>.</reg></choice> Were they supplyed in the <lb xml:id="l43"/>Straights it would Make a great hole in her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> tinn <lb xml:id="l44"/>or were the Tradesmen in Generall stockt as they w<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">i</add>ll be <lb xml:id="l45"/>if it be five pounds the Tun dearer in the Warehouse <lb xml:id="l46"/>than att Landing they would have a half a years Tin <lb xml:id="l47"/>before hand when they have not 20 dayes Tin amonge them <lb xml:id="l48"/>all over this Citty or in Holland: or other places where <lb xml:id="l49"/>her <choice><abbr>Ma<hi rend="superscript">tie</hi>.</abbr><expan>Majestie</expan></choice> hath any Tinne<choice><orig>–</orig><reg>.</reg></choice> so that there is noe more <lb xml:id="l50"/>Tinne before hand now than formerly only itts hinderd from <lb xml:id="l51"/>goeing its rounde and what ever is too Much in one place <lb xml:id="l52"/>is wanted in another<choice><orig>–</orig><reg>.</reg></choice> and there is noe fe<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>re of Tinne <lb xml:id="l53"/>lyeing on her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> hands for as the trade hath required <lb xml:id="l54"/>it and consumed it for thousands of yeares, so there is noe <lb xml:id="l55"/>dainger of its <add place="supralinear" indicator="yes">non</add>continnuance so to doe, for that there <lb xml:id="l56"/>is noe more Raised than formerly.</p>
    
    <p rend="indent0" xml:id="par11"><add place="marginLeft" indicator="no">2</add> Another Consideration for advancing the price of Tinne <lb xml:id="l57"/>is that it must be had for all the uses by which it is Consumed <lb xml:id="l58"/>if it were 20<hi rend="superscript"><hi rend="overline">li</hi></hi>: the hundred waight viz. a Copper Kettle of <lb xml:id="l59"/>60<hi rend="superscript"><hi rend="overline">l</hi></hi>: waight att 20<hi rend="superscript">d</hi>: the pounds come to 5<hi rend="superscript"><hi rend="overline">l</hi></hi>: &amp; half a pounde <lb xml:id="l60"/>of Tinne will Tinne it tho it shall not be 2 ounces the <lb xml:id="l61"/>heavyer but the rest is wasted &amp; this half pounds of <lb xml:id="l62"/>Tinne cost 4<hi rend="superscript">d</hi>: but if Tin were advanced to 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the <lb xml:id="l63"/>hundred the half pounde would cost 21<hi rend="superscript"><hi rend="overline">d</hi></hi>: &amp; can it be <lb xml:id="l64"/>supposed that if the Tinne did cost 21<hi rend="superscript">d</hi>: for Tinning a <lb xml:id="l65"/>Kettle of 5<hi rend="superscript"><hi rend="overline">l</hi></hi>: price that there would be one Kettle the <lb xml:id="l66"/>lesse Tinned in a year<choice><orig>–</orig><reg>.</reg></choice> There are hundreds of Tunns <lb xml:id="l67"/>used &amp; Consumed by Tinning of Copper yearly.</p> 
    
    <p rend="indent0" xml:id="par12">The Tinne plates consume hundreds of Tunnes yearly and a <lb xml:id="l68"/>farthing worth of Tinne will Tinne a plate &amp;

        if Tin were advanced to 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred &amp; this plate <lb xml:id="l70"/>did take five farthings worth of Tinne they must be had <lb xml:id="l71"/>&amp; without Tinne they are of noe use.</p>
    
    <p rend="indent0" xml:id="par13">They cannot glaze earthen ware without Tin &amp; if not Glazed <lb xml:id="l72"/>tis nothing worth<choice><orig>–</orig><reg>.</reg></choice> The Masons cannot Pollish Marble <lb xml:id="l73"/>without putty &amp; Putty is Made of Tinne the Iewellers Glasse <lb xml:id="l74"/>Grinders, Glasiers, Ioyners, Iapanners, and divers other <lb xml:id="l75"/>Trades use Putty which must be had if Tinne be 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: hundred <lb xml:id="l76"/>100 sortes of smale Iron are whitened with Tinne I will <lb xml:id="l77"/>instance in sterrops or Bridle bitts which take not up <lb xml:id="l78"/>half a farthing worth of Tinne canne it be thought if Tin <lb xml:id="l79"/>were five times the price that there would be a <choice><orig>ꝑ</orig><reg>pai</reg></choice>r of <lb xml:id="l80"/>sterops the lesse made in a yeare in like Manner should you <lb xml:id="l81"/>goe over all the perticulers by which Tin is Consumed as this <lb xml:id="l82"/>all Consumed except a smale Matter in Pewter which is <lb xml:id="l83"/>noe Consumption <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">N</add>either is it other than the Dust in the <lb xml:id="l84"/>Ballance in Comparison of what hath <choice><sic>ben</sic><corr>been</corr></choice> Consumed<choice><orig>–</orig><reg>.</reg></choice> I <lb xml:id="l85"/>saye if I goe over all &amp; every perticuler by which I could <lb xml:id="l86"/>ever fine Tin Consumed <del type="cancelled"><unclear reason="del" cert="low">&amp;</unclear></del> there will be noe lesse made <lb xml:id="l87"/>use of if Tinne were 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred.</p>
    
    <p rend="indent0" xml:id="par14">How reasonable can it then be thought to bringe it to 5<hi rend="superscript"><hi rend="overline">l</hi></hi>: 5<hi rend="superscript">s</hi> <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par15"><hi rend="large">A</hi>nother consideration is the People who pay this advance <lb xml:id="l88"/>and they are 4 partes in 5 foraighners<choice><orig>–</orig><reg>.</reg></choice> by the Custome <lb xml:id="l89"/>house bookes there is not Much above 1200 been a year <lb xml:id="l90"/>exported but sea Men boyes &amp; Passengers carry a little <lb xml:id="l91"/><del type="cancelled"><unclear reason="del">p</unclear></del> of Tinne or half a dossen of Plates each that doth <lb xml:id="l92"/>neaver come to the Cusstom house &amp; many a Score <lb xml:id="l93"/>blocks <del type="strikethrough">is</del> are Runne in Cornwall if they are not belyed <lb xml:id="l94"/>but it cannot be lesse than 4 partes in 5 exported &amp; then <lb xml:id="l95"/>the Nation getts 4<hi rend="superscript">d</hi>: for every penny they paye &amp; the <lb xml:id="l96"/>higher Tinne is advanced in Reason the More is <lb xml:id="l97"/>gayned &amp; that smale parte that is paide by the Nation <lb xml:id="l98"/>is not felt for the Consumption doth not feell the <lb xml:id="l99"/>price &amp; if any one goine dearer for Pewter there <lb xml:id="l100"/>is for but are fur<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add>ished in England, only a <choice><abbr>m<hi rend="superscript">r</hi></abbr><expan>master</expan></choice> of a <lb xml:id="l101"/>ship on a good Voyadge a sea Man on <unclear reason="hand" cert="medium">Bredth</unclear> of <lb xml:id="l102"/>his pay a Farmer after a good Market for his Castle <lb xml:id="l103"/>will now &amp; then geive their <unclear reason="hand" cert="low">weids</unclear> a New <unclear reason="hand" cert="high">Nach</unclear> of Pewter</p>

    <p rend="indent0" xml:id="par17">Another Consideration should be who are Gaynors</p>
    
    <p xml:id="par18"><add place="marginLeft" indicator="no">1</add> Her <choice><abbr>Ma<hi rend="superscript">tie</hi>:</abbr><expan>Majestie</expan></choice> will gayne Freedom from trobule.</p>
    
    <p xml:id="par19"><add place="marginLeft" indicator="no">2</add> Her servants will gayn their Wages.</p>
    
    <p xml:id="par20"><add place="marginLeft" indicator="no">3</add> The Nation will save a base For it her <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> mony doth <lb xml:id="l105"/>not hould out the <choice><abbr>Parliam<hi rend="superscript">t</hi>:</abbr><expan>Parliament</expan></choice> must raise more.</p>
