    <p rend="center" xml:id="par1"><add place="inline" indicator="no">A <lb type="intentional" xml:id="l1"/>Proposal</add> <lb type="intentional" xml:id="l2"/><del type="strikethrough">Proposal</del> <del type="over">h</del><add place="over" indicator="no">H</add>umbly offered to the Commons of Great Britain <lb xml:id="l3"/>in Parliament assembled. <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par2">Farthings &amp; halfpence being very scarce, insomuch that publick <lb xml:id="l4"/>houses are forced to use Tickets: and at <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ha</add>ving <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>een thought necessary <lb xml:id="l5"/>to coin one hundred Tons <del type="strikethrough">per</del> of Copper per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> for ten years, for <lb xml:id="l6"/>supplying great-Britain, Ireland &amp; the Plantations; several Proposals <lb xml:id="l7"/>have <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>een made for doing thereof, all <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have been calculated for <lb xml:id="l8"/>private <del type="strikethrough">ends</del> advantage only, without any regard to the <del type="over">p</del><add place="over" indicator="no">P</add>ublick.</p>
    
    <p xml:id="par3"><choice><orig><hi rend="large">It</hi></orig><reg>It</reg></choice> is humbly proposed to coin the said Quantity, in the manner <lb xml:id="l9"/>&amp; on the terms following; in case his Majesty will be pleased to <lb xml:id="l10"/>give the Benefit of the Coinage to the Publick, viz<hi rend="superscript">t</hi></p>
    
    <p xml:id="par4"><choice><orig><hi rend="large">T</hi></orig><reg>T</reg></choice>he farthings &amp; halfpence to be made of fine Malleable <lb xml:id="l11"/>copper, with a neat fair impression, to be approved by such person <lb xml:id="l12"/>or persons as his <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majestys</expan></choice> shall appoint.</p>
    
    <p xml:id="par5"><choice><orig><hi rend="large">E</hi></orig><reg>E</reg></choice>ach pound of Copper to be cut into two shillings: One <lb xml:id="l13"/>fourth part when coyned, to be allowed to the Publick, <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> will <lb xml:id="l14"/>am<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>unt t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add> five thousand <del type="strikethrough">hun</del> six hundred <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add><add place="supralinear" indicator="yes">o</add>unds per annum &amp; <lb xml:id="l15"/>am<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>unts in the whole t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add> fifty <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add>ix thousand pounds.</p>
    
    <p xml:id="par6"><choice><orig><hi rend="large">The</hi></orig><reg>The</reg></choice> Proposer will allow the Officers of <del type="strikethrough">the Mint</del> His <choice><abbr>Maj<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> <lb xml:id="l16"/>Mint two-pence halfpenny for cutting stamping &amp; blanching <lb xml:id="l17"/>each pound of Copper. In case they refuse the same the <lb xml:id="l18"/>Proposer humbly desires the use of the Irish Mint &amp; will be <lb xml:id="l19"/>obliged to leave the Presses &amp; Vtensils in as good Order as they <lb xml:id="l20"/>now are, without <choice><sic>puting</sic><corr>putting</corr></choice> his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> to any expence</p>
    
    <p xml:id="par7">If any Objections arise the Proposer desires an Opportu<lb type="hyphenated" xml:id="l21"/>nity to answer them, <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he doubts not <del type="strikethrough">to do</del> but to do to the <lb xml:id="l22"/>satisfaction of this Ho<del type="over"><unclear reason="del" cert="medium">use</unclear></del><add place="over" indicator="no">no</add>urable House.</p>

    <p rend="center" xml:id="par8"><hi rend="large">Considerations upon the foregoing Proposal</hi> <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par9">1. Several Proposals have been made for coyning copper <lb xml:id="l23"/>money by Patents <del type="strikethrough">all which have</del> without accounting for the pro<lb type="hyphenated" xml:id="l24"/>fit all which have been c<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">al</add>culated for private advantage. And the <lb xml:id="l25"/>Officers of the Mint have constantly given their opinion against <lb xml:id="l26"/>them &amp; represented that the coynage should be upon Account.</p>
    
    <p xml:id="par10">2. It never was thought necessary to coyn 100 Ton per <choice><abbr><hi rend="overline">an</hi></abbr><expan>annum</expan></choice> <lb xml:id="l27"/>for ten years unless <del type="strikethrough">for</del> by those who designed to make a <lb xml:id="l28"/>private advantage thereby. Such a coynage in three or four <lb xml:id="l29"/>years would make a great clamour. In the last coynage of <lb xml:id="l30"/>copper money six hundred Tons were found sufficient for all <lb xml:id="l31"/>England &amp; began to make a clamour, &amp; the Proposer doth not <lb xml:id="l32"/>offer to be at the charge of sending any into Ireland &amp; the <lb xml:id="l33"/>West Indies.</p>
        
        <p xml:id="par11">3 If it be right to cut a pound weight into two shillings &amp; <lb xml:id="l34"/>gives six pence there<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>f t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add> the publick, its better to cut a pound <lb xml:id="l35"/>weight into 2<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi> or 3<hi rend="superscript">s</hi> &amp; give one shillings or eighteen pence <lb xml:id="l36"/>there<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>f to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <del type="over">p</del><add place="over" indicator="no">P</add>ublick. On the contrary the Commons in the <lb xml:id="l37"/>year 1694 addressed King William that the Copper money <lb xml:id="l38"/>should be coyned to the intrinsic value (including the charge <lb xml:id="l39"/>of coynage) &amp; the Officers of the Mint have upon all occasi<lb xml:id="l40"/>ons given their opinion to the same purpose that the<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <lb xml:id="l41"/>temptation to counterfeit the money might be as little as <lb xml:id="l42"/>possible.</p>
    
    <p xml:id="par12">4 The Proposer submits himself to no cheque or Account <lb xml:id="l43"/>whereby it may appear how well the money is coyned in <lb xml:id="l44"/>point of weight &amp; assay &amp; how much is coyned &amp; what profit <lb xml:id="l45"/>he makes of the coynage: but on the contrary endeavours to <lb xml:id="l46"/>engross the whole coynage <del type="strikethrough">to himself</del> into his own hands &amp; by <lb xml:id="l47"/>consequence to have it in his own power to coin the money <lb xml:id="l48"/>coarse &amp; light for is own profit. Whereas he that <del type="strikethrough">imports</del> <lb xml:id="l49"/>provides &amp; prepares the Copper for the Mint should import it <lb xml:id="l50"/>by the assay <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">o</add>f the Mint &amp; at a certain rate by weight without <lb xml:id="l51"/>having it in his power to make a profit by coyning it coarse &amp; <lb xml:id="l52"/>light <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">&amp;</add> in greater quantity then he accounts for.</p>
