    <p xml:id="par1"><add indicator="no" place="marginLeft">1</add> The <add indicator="yes" place="supralinear">several</add> Reports <del type="cancelled">of</del> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have been made upon these Peti<del type="over">ons</del><add place="over" indicator="no">tio</add>ns <lb xml:id="l1"/>&amp; Proposals have <del type="strikethrough">been to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> following effect sett</del><add place="supralinear" indicator="no">all been to the same effect setting</add> forth that <del type="strikethrough">upon <lb xml:id="l2"/>calling in</del> all the coinages of half pence &amp; farthings <del type="strikethrough">since</del><add indicator="no" place="supralinear">before</add> the <lb xml:id="l3"/><del type="strikethrough">yeare 1672</del><add place="supralinear" indicator="no">last</add>, viz<hi rend="superscript">t</hi> <add indicator="yes" place="supralinear">those</add> in the Reigns of King Charles <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 2<hi rend="superscript">d</hi> &amp; King <lb xml:id="l4"/>James <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 2<hi rend="superscript">d</hi> &amp; in the beginning of the reign of their late <lb xml:id="l5"/><choice><abbr>Maj<hi rend="superscript">ts</hi>.</abbr><expan>Majestys</expan></choice> King William &amp; Queen Mary were performed by <del type="strikethrough">Commissions</del> <lb xml:id="l6"/>Commissioners who had money imprested from the <choice><abbr>Excheq<hi rend="superscript">r</hi></abbr><expan>Exchequer</expan></choice> to <lb xml:id="l7"/>buy <add indicator="yes" place="supralinear"><del type="strikethrough">Swedish</del></add> Copper &amp; Ton &amp; <del type="cancelled"/> coined <del type="cancelled">it</del> <add place="supralinear" indicator="yes">the copper <del type="strikethrough">being Swedish &amp;</del></add> at most into 20<hi rend="superscript">d</hi> per pound <lb xml:id="l8"/>averdupoise <add place="supralinear" indicator="yes">the same being Swedish &amp; the Tin into about 16 or 18<hi rend="superscript">d</hi> per pound weight</add> &amp; accounted upon oath to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> government for the <lb xml:id="l9"/>charges <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">&amp;</add> produce thereof by tale.</p>
        <p xml:id="par2"><add place="marginLeft" indicator="no">2</add> That upon complaints made aga<del type="over">st</del><add place="over" indicator="no">in</add>st the Tinn farthing<supplied reason="binding" cert="high">s</supplied> <lb xml:id="l10"/>&amp; half pence, S<hi rend="superscript">r</hi> Joseph Hern &amp; others contracted to change <lb xml:id="l11"/>the same <add place="supralinear" indicator="yes"><del type="strikethrough">coin 700 Tunns of copper <choice><sic>hallf</sic><corr>half</corr></choice> pence &amp; farthings in lieu of t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">h</add>e<gap reason="illgblDel" unit="chars" extent="2"/></del></add> &amp; to enable them to beare that charge were <lb xml:id="l12"/>allowed <del type="strikethrough">to beare that charge to</del><add place="supralinear" indicator="no">Patent to</add> coin 700 Tunns of <add place="supralinear" indicator="no">English</add> Copper <lb xml:id="l13"/><add place="lineBeginning" indicator="no">into</add> half pence &amp; farthings at 21<hi rend="superscript">d</hi> per pound weight with <lb xml:id="l14"/>a Remedy of <del type="cancelled">one</del><add place="supralinear" indicator="no">an</add> half penny <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out being accountable <lb xml:id="l15"/>to the Government for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> tale. <add place="supralinear" indicator="yes"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> English copper <add indicator="no" place="inline">w</add><del type="over">i</del><add place="over" indicator="no">a</add>s cheaper then the Swedish <del type="cancelled">by above 2<hi rend="superscript">d</hi> And That i<gap reason="illgblDel" unit="chars" extent="2"/> the pound w<hi rend="superscript"/>t 1<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">3</add> That &amp; that</del></add> The reason of <del type="strikethrough"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice></del> this <lb xml:id="l16"/>allowance <del type="cancelled">now ceasing</del><add place="supralinear" indicator="yes">being now</add> ceased, <del type="strikethrough">the Officers of the Mint <lb xml:id="l17"/>in their Reports have constantly been of opinion that <add place="supralinear" indicator="no">we have in our reports been</add></del> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l18"/>said Patent <del type="strikethrough">should</del><add place="supralinear" indicator="yes"><del type="strikethrough">ought</del> ought </add> not <add place="supralinear" indicator="yes">to</add> be drawn into president <add place="supralinear infralinear" indicator="yes">for coyning the money so <add place="supralinear" indicator="yes">much</add> lighter <choice><abbr>y<hi rend="superscript">n</hi></abbr><expan>then</expan></choice> the intrinsic value &amp; <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out account</add>, especially <lb xml:id="l19"/>since the money<del type="cancelled">s</del> coyned thereby w<del type="over">er</del><add place="over" indicator="no">a</add>s light<add place="inline" indicator="no">er</add>, of <del type="strikethrough">bad</del><add place="supralinear" indicator="no">worse</add> copper <lb xml:id="l20"/><add place="supralinear" indicator="yes">then by agreement</add> &amp; may of</del><add place="supralinear" indicator="yes">&amp; of better Copper &amp; by a standing commission</add> a greater or less quantity <add place="supralinear" indicator="yes">may be</add> at any time coined <lb xml:id="l27"/><add place="supralinear" indicator="yes"><del type="strikethrough">as occas by a standing Commission as the uses of</del></add> <del type="cancelled"><hi rend="larger">[</hi></del> as <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> uses of the nation shall <del type="strikethrough">require [for avoiding</del><hi rend="larger">]</hi> from <lb xml:id="l28"/><del type="strikethrough">complaints of the scarcity or excess of such money.</del><add place="supralinear" indicator="yes">time to time require</add></del></p>
        <p xml:id="par3"><del type="blockStrikethrough">And we have further humbly <del type="strikethrough">been of opinion</del> <lb xml:id="l29"/>reported that we are of opinion that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> coinage of half <lb xml:id="l30"/>pence &amp; farthings should be to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> intrinsick value the <lb xml:id="l31"/>c<supplied reason="omitted" cert="high">h</supplied>ar<del type="over">b</del><add place="over" indicator="no">g</add>es of coinage &amp; <del type="cancelled">interes</del> incidents deducted. And considering <lb xml:id="l32"/>that in the last coin<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>ge of this m<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">o</add>ney six hundred Tunns <lb xml:id="l33"/>occasioned complaints in Parliament<del type="cancelled">s</del>, <del type="strikethrough">we have inclined</del> <lb xml:id="l34"/>&amp; the whole coinage of seven h<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">u</add>ndred Tun<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">s</add> was found <lb xml:id="l35"/>sufficient for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> nation for some years after: we have been of <lb xml:id="l36"/>averse from adding too great a <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">qua</add>ntity to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <del type="cancelled">F</del> copper money <lb xml:id="l37"/>already coined. And th<del type="over">e</del><add place="over" indicator="no">o</add> the present copper money be ill <lb xml:id="l38"/>coined yet considering that the melting it down would be <lb xml:id="l39"/>a loss to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> government of 70<del type="cancelled">00</del> or 80 thousand pounds <lb xml:id="l40"/>we have made <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">a</add> verbal report against calling it in.</del></p>

        <p xml:id="par4"><del type="blockStrikethrough">That its best to coin the money to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> intrinsick value <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">i</add>ncluding <lb xml:id="l41"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> charges of c<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>inage <del type="over">it</del><add indicator="no" place="over">&amp;</add> incidents <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> recconing the copper at <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">w</add>hat <lb xml:id="l42"/>it would sell for if the <add place="supralinear" indicator="yes">new</add> money were melted down <add indicator="yes" place="supralinear">again</add>, &amp; that if <lb xml:id="l43"/>any profit arise by the coynage it may be given to persons not <lb xml:id="l44"/>concerned in the coinage if her <choice><abbr>Ma<hi rend="superscript">ty</hi>.</abbr><expan>Majesty</expan></choice> pleases.</del></p>
        <p xml:id="par5"><del type="blockStrikethrough"><add place="lineBeginning" indicator="no"><del type="strikethrough">And</del></add><add place="supralinear" indicator="no">And</add> <del type="over">t</del><add place="over" indicator="no">T</add>hat in the time of the Petitions there was no consi<lb xml:id="l45"/><add place="supralinear" indicator="yes">derable</add> want of a new coinage, <del type="strikethrough">worth considering <gap reason="illgblDel" unit="chars" extent="1"/></del> &amp; the coinage of <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no"><choice><sic>two</sic><corr>too</corr></choice></add> <lb xml:id="l46"/>great a quantity would be apt to occasion complaints. For</del></p>
        <p xml:id="par6"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">5</add>. And upon the <choice><abbr>p<hi rend="overline">etion</hi></abbr><expan>petition</expan></choice> of M<hi rend="superscript">r</hi> Morgan <del type="strikethrough">for coining 1800 Tunns <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del></del><add indicator="yes" place="supralinear">there was a verbal report</add> <lb xml:id="l47"/><add place="supralinear" indicator="yes">that the</add> calling in all <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> copper money n<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>w current <del type="strikethrough">&amp; coining 1000 Tunns of better <lb xml:id="l48"/>copper money in lieu of them t<gap reason="illgblDel" unit="chars" extent="2"/> there was a verbal report that</del> would <lb xml:id="l49"/>be a loss of 70 or 80 thou<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add indicator="no" place="over">sa</add>nd pounds to the g<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">o</add>vernment <add place="supralinear" indicator="yes"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">o</add>r above</add>, &amp; that <lb xml:id="l50"/>six or seven hundred Tunns were found sufficient to stocl <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l51"/>nation of England. And to <del type="cancelled">the</del><add indicator="no" place="supralinear">an</add> argument of the Petitions that a <lb xml:id="l52"/>new coinage of better &amp; weightier money would cause the <del type="cancelled">Peti</del> old <lb xml:id="l53"/>money to be rejected by the people <add place="supralinear" indicator="yes">&amp; lose its currency</add>: it was answered that a <add place="supralinear" indicator="yes">great</add> coinage <lb xml:id="l54"/>of six or seven hundred Tunns <del type="cancelled">been</del> might have that effect because <add place="supralinear" indicator="yes">alone</add> sufficient <lb xml:id="l55"/>for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> uses of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> nation, but a small coynage <del type="strikethrough">[sufficient only to supply <add place="supralinear" indicator="no">make up</add> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l56"/>defect of the old ones would not have that effect] would not hurt the currency <lb xml:id="l57"/>of the old money</del> not sufficient for that purpose <del type="strikethrough">was</del> best<add indicator="no" place="inline">.</add> <del type="strikethrough">for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> nation.</del></p>
        <p xml:id="par7">This is the <del type="strikethrough">substance</del><add place="supralinear" indicator="yes">tenour &amp; substance</add> of the reports <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have been made <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> upon <del type="strikethrough">Petition</del> <lb xml:id="l58"/>Proposals referred to this Office during her <choice><abbr>Maj<hi rend="superscript">ts</hi>.</abbr><expan>Majestys</expan></choice> reign. All <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is most <lb xml:id="l59"/>humbly submitted &amp;c</p>
        <p xml:id="par8"><add place="lineBeginning" indicator="no">4</add> That it is best to coine the money <add indicator="yes" place="supralinear">as neare as can be conveniently</add> to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> intrinsic value including <lb xml:id="l60"/>the charges of coinage &amp; incidents &amp; recconing the copper at what <lb xml:id="l61"/>it would sell for if the new money were melted down again. And <lb xml:id="l62"/>that <del type="strikethrough">of any</del><add place="supralinear" indicator="no">what ever</add> profit arises by the coinage, its better to give it to persons not <lb xml:id="l63"/>concerned in the coinage, if her <choice><abbr>Ma<hi rend="superscript">ty</hi>.</abbr><expan>Majesty</expan></choice> pleases then to persons concerned <lb xml:id="l64"/><add place="lineBeginning" indicator="no">in</add> it, who for increasing their own <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add indicator="no" place="over">p</add>rofit may perform things <del type="cancelled">ill</del><add indicator="yes" place="supralinear">imperfectly</add>. And <lb xml:id="l65"/>therefore the former method by commission &amp; upon account is the more <lb xml:id="l66"/>commendable &amp; advantageous to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> government, especially if the method <lb xml:id="l67"/>used in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> coinage of <del type="strikethrough">copper in</del> gold &amp; silver be observed (as nearly <lb xml:id="l68"/>as can be conveniently) in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> coinage of copper. For thereby the <lb xml:id="l69"/>coyange <del type="cancelled">wil</del> may be neare<del type="cancelled">st</del> to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> intrinsic value &amp; <add place="supralinear" indicator="yes">will be apt to be <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del></add> better performed &amp; <lb xml:id="l70"/>of better copper, &amp; by a standing commission <del type="cancelled">a greater</del> any quantity <lb xml:id="l71"/>may be coined <del type="strikethrough">from time to</del><add place="supralinear" indicator="no">any</add> time as <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> uses of the nation shall from <lb xml:id="l72"/>time to time require.
