<p rend="indent0" xml:id="par1">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> order of reference of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 28<hi rend="superscript">th</hi> of Nov. 1699 <lb xml:id="l1"/>we have considered <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> annexed Petition of the Governour &amp; Company <lb xml:id="l2"/>of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> East Indian Merchants for <add place="supralinear" indicator="yes">procuring by <choice><abbr>yo<hi rend="superscript">R</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> leave two</add> Mills &amp; <add place="supralinear" indicator="yes">two</add> Presses <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Utensils there <lb xml:id="l3"/>unto belonging to be sent to Fort S<hi rend="superscript">t</hi> George for faciliating their coynage <lb xml:id="l4"/>there: and upon enquiry we find that the said Merchants <add place="supralinear" indicator="yes">by their Charter<choice><orig> </orig><reg/></choice><add place="inline" indicator="no">?</add></add> have a <lb xml:id="l5"/><del type="cancelled">Press</del> Mint at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Fort for <del type="strikethrough">coynage of Rupees</del> <add place="supralinear" indicator="no">coyning</add> Pagodes Rupees <lb xml:id="l6"/>&amp; other East Indian money by the Hammer &amp; it is represented to us <lb xml:id="l7"/>that their money so coyned is not so fair &amp; specious as the like <lb xml:id="l8"/>money coyned by the Dutch is not so much coveted by <lb xml:id="l9"/>the natives, <del type="strikethrough">We find also <gap reason="illgblDel" unit="chars" extent="1"/></del> for <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> reason &amp; for <add place="supralinear" indicator="yes">making</add> dispatch in <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> <lb xml:id="l10"/><add place="lineBeginning supralinear" indicator="no"><gap reason="illgbl" unit="chars" extent="1"/> their</add> coynage the said Merchants desire Mills &amp; Presses as they represent <lb xml:id="l11"/>We find also that by a late Act of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> mentioned in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said <lb xml:id="l12"/>Petition, it is made High Treason <add place="supralinear" indicator="yes">for any person <del type="strikethrough"><choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> licence</del></add> to make, procure or knowingly to <lb xml:id="l13"/>have in his custody any Press <add place="supralinear" indicator="yes"><del type="strikethrough">or Cutter</del></add> for coynage <add place="supralinear" indicator="yes">or Cutter for cutting out <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> blanks by <lb xml:id="l14"/><supplied reason="copy">fo</supplied>rce of a skrew</add> unless by your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordship</expan></choice> <lb xml:id="l15"/>Licence 
  <del type="blockStrikethrough"><add place="inline" indicator="no">[</add>&amp; <choice><abbr>y<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> are by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Act fully empowered to licence <lb xml:id="l16"/>the making <del type="cancelled">of <unclear reason="del" cert="high">&amp;</unclear> <choice><unclear reason="del" cert="medium">he ar</unclear><unclear reason="del" cert="low">have</unclear></choice></del> suc]</del> 
  but <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> making &amp; having of Mills is not <lb xml:id="l17"/>forbidden nor requires your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Licence. We do not find any barr <lb xml:id="l18"/>to the <del type="cancelled"><unclear reason="del" cert="medium">sett</unclear></del> erecting of a mint by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> mill &amp; Press at Fort S<hi rend="superscript">t</hi> George <lb xml:id="l19"/>by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Merchants excepting <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Act of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> <del type="cancelled">b<unclear reason="del">e</unclear></del> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> barr <lb xml:id="l20"/><choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> have power to remove by <del type="strikethrough">your licence of</del> giving them <lb xml:id="l21"/>leave to procure <del type="cancelled">a Pr</del> two Presses &amp; Cutting Engin<del type="over"><unclear reason="over" cert="low">g</unclear></del><add place="over" indicator="no">s</add>. But we humbly <lb xml:id="l22"/>conceive that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> opinion of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Council of Trade should be first had <lb xml:id="l23"/>in this matter least the erecting of such a Mint should promote <lb xml:id="l24"/>the exportation <add place="supralinear" indicator="yes">of money out of England</add> or hinder <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> importation of Gold &amp; Silver <add place="supralinear" indicator="yes">into his <choice><abbr>Ma<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> Mint in this kingdom</add> &amp; also <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> <lb xml:id="l25"/>the opinion of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Attorney <choice><abbr>Ge<hi rend="overline">n</hi></abbr><expan>General</expan></choice> <add place="supralinear" indicator="yes">should be had</add> concerning the legalness of their Mint <lb xml:id="l26"/>&amp; the form of a licence, &amp; lastly that sufficient security be given <lb xml:id="l27"/>to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> that the instruments licensed by <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>L<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> be not put to <lb xml:id="l28"/>any other use than <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> coyning of East Indian money <del type="cancelled">&amp; for</del> at Fort S<hi rend="superscript">t</hi> <lb xml:id="l29"/>George &amp; for <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> end be <del type="cancelled">speedily</del> shipt away to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Fort upon their <lb xml:id="l30"/>delivery from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower <space dim="vertical" unit="lines" extent="4"/></p>
    
<p rend="indent0" xml:id="par2">NB Our Cutters will not do for East Indian money <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is thick &amp; narrow. <space dim="vertical" unit="lines" extent="1"/></p>

Why <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> old Company would erect a Mint by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mill &amp; Press <add place="supralinear" indicator="yes">they</add> being to expire <lb xml:id="l31"/><choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>in a year &amp; some months.</p>
