    <p xml:id="par1">The liberty of melting of forreign Moneys into Ingots in <lb xml:id="l1"/>private shops &amp; houses for Exportation gives Oppertunity of <lb xml:id="l2"/><choice><sic>of</sic><corr type="noText"/></choice> melting down <choice><abbr>y<hi rend="superscript">e</hi>.</abbr><expan>the</expan></choice> English Money into Ingots for the same 
        <lb xml:id="l3"/>purpose for restraining of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> a Law might be usefull agains<add place="supralinear" indicator="no">t</add> 
        <lb xml:id="l4"/>Exporting any Ingots of Silver melted down in England except 
        <lb xml:id="l5"/>in a publick office to be appointed or erected for that 
        <lb xml:id="l6"/>purpose.</p>
    
    <p xml:id="par2">The Law by barring the Exportation of forreign Silver 
        <lb xml:id="l7"/>after it is Coyned prevents the Coynage thereof because the 
        <lb xml:id="l8"/>Merchant Cannot afterward export <add place="inline" indicator="no">it</add> &amp; tends to discourage <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 
        <lb xml:id="l9"/>bringing of Silver into England because the Merchant can 
        <lb xml:id="l10"/>make no use of it whilst it stays here in the form of Bullion 
        <lb xml:id="l11"/>the bringing of Silver to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Market of England and the 
        <lb xml:id="l12"/>turning it into monies should rather be encouraged as 
        <lb xml:id="l13"/>the proper means of encreasing the coyn<del type="over">.</del><add place="over" indicator="no">,</add> <del type="strikethrough">If the Merchant <lb xml:id="l14"/>might export what he Coyns, something of what he Coynes wou<add place="supralinear" indicator="no">ld</add> <lb xml:id="l15"/>be apt to laid out here,</del> Silver being more apt to stay <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> us 
        <lb xml:id="l16"/>in the useful form of money then in the useless form of 
        <lb xml:id="l17"/>Bullion and encreasing the Coyn whilst it stays <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> us <add place="supralinear interlinear" indicator="yes">If the merchant might export what he coyns <del type="strikethrough">something <add place="supralinear" indicator="no"><del type="strikethrough">part</del></add> of what he coyns</del> some part of what he coyns <lb xml:id="l18"/>would be apt to be laid out here.</add> And 
        <lb xml:id="l19"/>this Liberty may be allowed him after some such manner 
        <lb xml:id="l20"/>as is Expressed in the Scheme hereunto annexed</p>
    
    <p xml:id="par3">The Licensing the exportation of Bullion 
        <lb xml:id="l21"/>whilst <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> exportation of the money is prohibited makes silver 
        <lb xml:id="l22"/>worth more uncoyned then coyned and thereby not only stops the 
        <lb xml:id="l23"/>Coynage but causes the melting down of the money in private 
        <lb xml:id="l24"/>for exportation. For remedying this <choice><sic>mischeif</sic><corr>mischief</corr></choice> it may be perhaps 
        <lb xml:id="l25"/>better on the contrary to prohibite the exportation of Bullion 
        <lb xml:id="l26"/>and License that of money and when ever the money is in 
        <lb xml:id="l27"/>danger, to Licence the exportation of so much money only 
        <lb xml:id="l28"/>as shall be coyned from time to time out of forreign Bullion</p>
