    <p xml:id="par2"><anchor xml:id="n631r-01"/><note place="marginLeft" target="#n631r-01">p. 13</note>M<hi rend="superscript">r</hi> P, <add place="supralinear" indicator="yes">(sect 26)</add> tells us that the allowing of paper to pass as money must have <lb xml:id="l2"/>(<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> we have found by experience it has had) <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same effect as <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> permission <lb xml:id="l3"/>of two sorts of coyn one false &amp; <del type="strikethrough">little</del> worth little &amp; the other time &amp; valua<lb xml:id="l4"/>ble. <del type="strikethrough">Here he calls<add place="supralinear" indicator="no"><del type="strikethrough">compares</del></add> all paper credit to false money</del> &amp; a little after <add place="supralinear" indicator="yes">(sect 27)</add> he adds <lb xml:id="l5"/>that paper when it passes for money is <add place="inline" indicator="no">as</add> a false coyne. I answer that there <lb xml:id="l6"/>are two sorts of <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">pa</add>per credit, <del type="strikethrough">the one good upon the other counterfeit<del type="cancelled">,</del> the <lb xml:id="l7"/>first upon good security, the other <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> upon more <del type="cancelled">upo</del> credit with it. <add place="supralinear" indicator="no"><del type="strikethrough">without it</del>.</add></del><add place="supralinear" indicator="no"><add place="lineBeginning" indicator="no">one</add> good <del type="strikethrough">or</del><add place="supralinear" indicator="yes">the others</add> bad.         <add place="supralinear interlinear" indicator="yes"><choice><sic>the</sic><corr type="noText"/></choice> bad is upon bad security or without any s<del type="over"><gap reason="illgblDel" unit="chars" extent="4"/></del><add place="over" indicator="no">ecuri</add>ty at all <lb xml:id="l10"/><del type="cancelled"><unclear reason="del" cert="low">take</unclear></del><add place="supralinear" indicator="no"><del type="over"><gap reason="illgblDel" unit="chars" extent="5"/></del><add place="over" indicator="no">secur</add>ity</add> &amp; may be compared to counterfeit money<choice><sic>.</sic><corr type="noText"/></choice></add>. The first I defend, the other M<hi rend="superscript">r</hi> P. opposes. For <del type="strikethrough">credit <lb xml:id="l11"/>ing</del> <add place="supralinear" indicator="yes"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> paper credit or to <unclear reason="hand" cert="low">speak</unclear> more <unclear reason="copy" cert="low"><del type="cancelled">pap</del></unclear></add>
        <add place="supralinear" indicator="no"><del type="strikethrough">Tis opinion that</del><add place="infralinear" indicator="no">paper</add></add> security if it be go<del type="over">d</del><add place="over" indicator="no">o</add>d is <add place="supralinear" indicator="yes"><del type="cancelled"><unclear reason="del" cert="medium">not</unclear></del></add> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same <del type="strikethrough">intrinsic</del> value with <add place="supralinear" indicator="yes">good</add> money. If security <lb xml:id="l12"/>upon a Bond or Mortgage or Bill of Exchange or a Bank Bill &amp;c be good, its as good <lb xml:id="l13"/>as money. For otherwise no man would part <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> his money upon such security. <lb xml:id="l14"/>Good security is a phrase <del type="strikethrough">for</del> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> signifies security of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same value with <lb xml:id="l15"/>money. <del type="strikethrough">For otherwise men would not part with their mo</del> So long as we <choice><sic>beleive</sic><corr>believe</corr></choice> <lb xml:id="l16"/>it good so long we are content with it in l<del type="over"><gap reason="illgblDel" unit="chars" extent="4"/></del><add place="over" indicator="no">ieu</add> of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> mo<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ne</add>y &amp; when we <lb xml:id="l17"/><del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">be</add>gin to suspect its goodness we <del type="strikethrough">call it o<hi rend="superscript">r</hi> money <del type="cancelled">&amp; give</del></del><add place="supralinear" indicator="no"><del type="strikethrough">return it for</del></add> <del type="over"><gap reason="illgblDel" unit="chars" extent="4"/></del><add place="over" indicator="no">take</add> in <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> money <lb xml:id="l18"/>&amp; return back <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> security. Tis mere opinion that sets a value upon money <lb xml:id="l19"/>we value it because <add place="supralinear" indicator="yes">with it</add> we can <del type="strikethrough">have</del><add place="supralinear" indicator="no">purchase</add> all sorts of commodities <del type="strikethrough">for it</del> &amp; the same <lb xml:id="l20"/>opinion sets <add place="supralinear" indicator="yes">a</add> like <del type="strikethrough">intrinsic</del> value upon <del type="strikethrough">circulating</del><add place="supralinear" indicator="no">paper</add> security. <add place="supralinear" indicator="yes"><del type="cancelled">For</del></add> We value it because <lb xml:id="l21"/>with <add place="inline" indicator="no">it</add> we ca<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add> purchase all sorts of commodities &amp; money too. All the differ<lb xml:id="l22"/>ence is that the value of gold &amp; silver is set upon their <add place="supralinear" indicator="yes">internal</add> substance or matter <lb xml:id="l23"/><add place="supralinear lineBeginning" indicator="yes">&amp; therefore called intrinsic</add> &amp; <del type="cancelled">that</del> <add place="supralinear" indicator="yes">the value</add> <del type="strikethrough">of circulating security</del><add place="supralinear" indicator="no">of paper <del type="strikethrough">credit</del> security</add> upon <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">th</add>e <add place="supralinear" indicator="yes">apparent</add> form <add place="supralinear" indicator="yes">of the writing &amp; therefore called extrinsic</add> &amp; that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> value of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> former <lb xml:id="l24"/>is more universal then that of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> latter. But if Gold &amp; Silver be prefera<lb xml:id="l25"/>ble <add place="supralinear" indicator="yes">to <del type="strikethrough">credit their</del><add place="supralinear" indicator="yes"><del type="strikethrough">paper</del> circulating paper</add> security</add> for their <add place="supralinear" indicator="yes">more</add> universal value <add place="supralinear" indicator="yes">&amp; circulation</add> then <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">fo</add>r <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same reason <add place="supralinear" indicator="yes">good</add> circulating security <lb xml:id="l26"/>is preferable to Bonds &amp; Mortgages <add place="supralinear interlinear" indicator="yes"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have no circulation. For by circulat<del type="over">ing</del><add place="over" indicator="no">ion</add> <del type="strikethrough">they <lb xml:id="l27"/>are</del><add place="supralinear" indicator="no"><del type="cancelled">it</del></add> <add place="supralinear" indicator="yes">paper security is</add> rendred more usefull<choice><sic>.</sic><corr type="noText"/></choice></add>. One sort of <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="4"/></del> paper credit are <lb xml:id="l28"/>Bills of exchange. These are so necessary to Trade <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">th</add>at without them <lb xml:id="l29"/>Trade could not <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">be</add> carried on, &amp; their use consists in paying of debts <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice><lb xml:id="l30"/>out <add place="supralinear" indicator="yes">the trouble hazzard &amp; tediousness of</add> sending <del type="cancelled">of</del> money from <del type="strikethrough">nation to nation <gap reason="illgblDel" unit="chars" extent="1"/></del> place to place. The like is <lb xml:id="l31"/>done by Bank Bills Exchequer Bills &amp; other sorts of <add place="supralinear" indicator="yes">good</add> paper credit. And <lb xml:id="l32"/>this makes such dispatch in business as enlarges Trade exceedingly, as is <lb xml:id="l33"/>very <choice><sic>plane</sic><corr>plain</corr></choice> by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> great strop <del type="strikethrough">put to business &amp; trade at p<hi rend="superscript">r</hi>sent</del><add place="supralinear" indicator="no">which the</add> <del type="strikethrough">by</del> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> sinking <lb xml:id="l34"/>of paper credit <del type="strikethrough"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> a month ago. last Ianuary</del><add place="supralinear" indicator="no"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> this winter <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> put <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">to</add> business &amp; trade</add>.
        <del type="blockStrikethrough"> <del type="strikethrough">Nor <del type="cancelled"><unclear reason="del" cert="low">of</unclear></del> is this desired <lb xml:id="l35"/>by M<hi rend="superscript">r</hi> P.</del> <anchor xml:id="n631r-02"/><note place="marginLeft" target="#n631r-02">p 13</note> But <del type="strikethrough">he</del> <add place="supralinear" indicator="yes">M<hi rend="superscript">r</hi> P.</add> tell us that <hi rend="underline">we cannot be certain that plenty of <lb xml:id="l36"/>coyn will be obteined by a large trade for unless trade be good as <lb xml:id="l37"/>well as great it may happen with a nation as with particular men that <lb xml:id="l38"/>are often undone by enlarging their trades too far</hi>. <del type="strikethrough">I answer that <gap reason="illgblDel" unit="chars" extent="1"/></del> The <lb xml:id="l39"/>objection lies against Trade as well as against credit &amp; not against either <lb xml:id="l40"/>but against the excess of both<del type="over">.</del><add place="over" indicator="no">,</add> <del type="cancelled">If</del> &amp; <add place="supralinear" indicator="yes">so</add> makes as much against virtue as against <lb xml:id="l41"/>paper credit because <del type="cancelled">the</del> virtue it self by running into extremes become vice <lb xml:id="l42"/>If <del type="cancelled">the</del> too much credit &amp; trade by unsafe let us <del type="strikethrough">use the</del> have them in a mode<lb type="hyphenated" xml:id="l43"/>rate degree.</del></p>
        
        <p xml:id="par3"><del type="blockStrikethrough">But he adds th<del type="over">os</del><add place="over" indicator="no">at</add><del type="cancelled">e</del> <hi rend="underline">the increasing of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> trade by more paper</hi> will have a <lb xml:id="l44"/><hi rend="underline">natural</hi> <hi rend="underline">tendency to enlarge</hi> those trades <hi rend="underline">that are carried on by the exportation <lb xml:id="l45"/>of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> coyn or Bullion, but how it can or will encourage</hi></del>

            <del type="blockStrikethrough"><hi rend="underline">any trade</hi>, that will bring in Bullion (<choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> are <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> trades that are <lb xml:id="l46"/><hi rend="underline">gro<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">u</add>nded</hi> upon <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> la<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>our of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> people) should be made out before <lb xml:id="l47"/><hi rend="underline">we make any addition to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> paper credit we have</hi>.</del></p>
    
    <p xml:id="par4"><anchor xml:id="n631v-01"/><note place="marginLeft" target="#n631v-01">p 16</note> M<hi rend="superscript">r</hi> P. allows that paper credit may be used sometimes as a cordial <lb xml:id="l48"/><add place="supralinear lineBeginning" indicator="yes">in cases of necessity</add> but not as constant food &amp; <del type="strikethrough">instances</del> reccons the <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> first <choice><abbr>Excheq<hi rend="superscript">r</hi></abbr><reg>Exchequer</reg></choice> Bills <lb xml:id="l49"/>issued out in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> late warr to be of this kind &amp; <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> it may be convenient <lb xml:id="l50"/><add place="supralinear lineBeginning" indicator="yes">upon pressing occasions</add> to make us of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same method thereafter provided such Bills be issued <lb xml:id="l51"/>out upon some <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">f</add>und &amp; not for more then <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> tax may <choice><sic>yeild</sic><corr>yield</corr></choice> &amp; be <lb xml:id="l52"/>paid off when <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> money comes in. For, s<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">ai</add>th <add place="inline" indicator="no">he,</add> the danger of using paper <lb xml:id="l53"/>as money does not arise from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> immediate use of the paper but <lb xml:id="l54"/>from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> misapplication of <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> deposit &amp; <del type="strikethrough">there</del> for that reason he advises <lb xml:id="l55"/>that as such paper cannot be <del type="strikethrough">discharged</del> finally discharged but by payment <lb xml:id="l56"/>of <del type="strikethrough">money so</del> coyn so care should be taken to preserve coyn in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> nation for <lb xml:id="l57"/>that p<del type="over">i<gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">u</add>r<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>ose. He saith also that <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>s such a way of giving a supply to <lb xml:id="l58"/>the <del type="strikethrough">nation</del> publick may be convenient in cases of necessity so it may be <lb xml:id="l59"/>necessary to have a Bank in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> City for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> keeping of money &amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l60"/>ease of making payment by <choice><abbr>assignm<hi rend="superscript">t</hi></abbr><expan>assignment</expan></choice>, but in no case to allow of Notes <lb xml:id="l61"/>&amp; Bills to pass as money unless a <del type="over">p</del><add place="over" indicator="no">d</add>eposit<del type="cancelled"><unclear reason="del" cert="low">um</unclear></del> be secured. <del type="cancelled">And</del> By all this <lb xml:id="l62"/>he allows paper credit <del type="strikethrough">so far as</del><add place="supralinear" indicator="no">wherever</add> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> security is good, &amp; <del type="strikethrough">so far</del> <del type="strikethrough">thus f</del> <lb xml:id="l63"/>so far <del type="strikethrough">we are <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>greed.</del><add place="supralinear" indicator="no">I agree with him.</add>
