The whole charge of the Navy for 27 Naval Months, accounting from yethe 1st of Sept 1664 to yethe last of Sept 1666, as it was drawn up at a CommitteCommittee of yethe house of Commons & reported Oct. 11. 16656. By SrSir Wm Louther Chairman of ytthat CommitteCommitte

So by dededucting one Month yethe estimate of yethe charge of war at sea for these two last years, being 26 months by naval accompt (by yethededucting 129735℔ yethe charge of one month), amounts to 3223110℔. 00s. 00d.

Observations upon yethe above stated accompt,

1st That yethe above mentioned rate of 124385℔ per month for 28410 men & for yethe Office of yethe Ordinance is stated to as great a value as isf yethe ships had been full manned victuated erigged & Tackled set out to sea & in actual service.

2dly That yethe account is stated for two whole years as well winter as summer deducting only 150000℔ for wear & Tear. So yethe (yethe deducted only excepted) the charge for all the winter months (when most of yethe Navy (except a few ships for a winter guard) is laid up in harbour & there is no expence of shot or pouder or breaking of guns & few seamen or soldiers are kept on board, & yethe soldiers pay at land at 8d per day (if continued standing) but 18s & 8d per month) is made as big as it its in summer when yethe ships are full manned & in actual service spending shot & pouder & are estimated at 4℔ a head per means which will fully defray both yethe wages & diet of all seamen & soldiers & all yethe charges of repairing all ships rigging & Tackle endammaged in Fighting & service. So that by this one thing yethe the charge is stated as if it amounted to above a 3d part more then yethe charge could possibly bee, admitting yethe rates & number of men above propounded, wchwhich yet cannot be granted by any one ytthat know wtwhat number of men is requisite to man ytthat whole navy &c.

3dly It is stated as if ytthat Fleet had been set out ytthat 1st of Sept 1664, whereas it is notorious it was not set out till spring following, & ytthat many of yethe ships were upon yethe stocks & repairing betwixt Christmas & spring

4thly That IfThe above stated account includes all yethe charge of yethe Navy & consequently all money arising from yethe Custome house (besides all prises) were as so much ready money, being freed during that war from all that charge of yethe Navy wchwhich it annually discharges in time of peace

5thly No Navy was set out the next year & therefore if all this account was allowed the charge was but 3352845℔, whereas yethe money given for that war amounted to near about five millions & an half: so ytthat yethe couurtcourt hasd above two millions clear, besides all priszes & yethe customes cleared of all charges during this war.
