<p>Counting the warden's incidental expenses, outgoings in 1712 exceeded the statutory limit (£3,500) by £99.9s., and the then auditor [Edward] Harley refused to pass them until a bricklayer's bill for £130 was deducted [see <ref target="/catalogue/record/MINT00129">MINT00129</ref> (Mint 19/1/332)]. Newton objects that the warden's incidental expenses had never before been counted within this limit, and sets out his own distinction between regular expenses to which the limit should apply and extraordinary ones to which it should not.</p>

    <p rend="indent0" xml:id="par3">By the Act of 18 Car. 2. and a subsequent Act of the 4<hi rend="superscript">th</hi>. of <lb xml:id="l21"/>Q. Anne, Entituled An Act for <choice><abbr>encouragem<hi rend="superscript">t</hi>.</abbr><expan>encouragement</expan></choice> of Coynage, <lb xml:id="l22"/>the sallarys of the Officers of the Mint, and the charges <lb xml:id="l23"/>towards providing, maintaining, &amp; repairing of the houses, Offices, <lb xml:id="l24"/>and buildings, and other necessaries for assaying, melting down <lb xml:id="l25"/>and coyning are limited to 3500<hi rend="superscript"><hi rend="overline">li</hi></hi>. to prevent extravagancys</p>
   
    <p xml:id="par4">and the overplus of the money arising <del type="strikethrough">f<unclear reason="del" cert="medium">r</unclear></del> by those Acts <lb xml:id="l26"/><del type="strikethrough"><unclear reason="del" cert="medium">are</unclear></del> <add place="supralinear" indicator="yes">is</add> appropriated for and towards the expence, wast and charge <lb xml:id="l27"/>opf Assaying, melting down and Coynage &amp;c.</p>
    
    <p xml:id="par5">The necessarys in the <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="supralinear" indicator="yes">first part of the</add> clause are called the charge &amp; <lb xml:id="l28"/>expence of the Mint; and the Overplus is called the charge <lb xml:id="l29"/>or expence of Assaying, melting down &amp; Coyning.</p>
    
    <p xml:id="par6">By the first are understood such necessaries for coyning <lb xml:id="l30"/>as may be limited without discouraging the coynage; or such <lb xml:id="l31"/>necessaries as are requisite to keep up a standing Mint wither <lb xml:id="l32"/>there is any coynage or no; is being to be supposed that the Mint <lb xml:id="l33"/>is always ready fitted up, when any coynage <unclear reason="hand">ofters</unclear>.</p>
    
    <p xml:id="par7">By the 2<hi rend="superscript">d</hi>. part of the Clause are understood the necessaries <lb xml:id="l34"/>that cannot be limitted without danger of discouraging the <lb xml:id="l35"/>coynage, that is to say such as are occasioned by a coynage <lb xml:id="l36"/>and increase or decrease therewith.</p>
    
    <p xml:id="par8">The Act of <choice><abbr>Parliam<hi rend="superscript">t</hi>.</abbr><expan>Parliament</expan></choice> reckons the houses, offices &amp; buildings <lb xml:id="l37"/>amongst the necessaries, and the Indenture of the Mint made upon <lb xml:id="l38"/>that foot, settling the sallaries of each respective officer leaves <lb xml:id="l39"/>only £400. for the buildings, diet, and other necessary provisions <lb xml:id="l40"/>whereby the master may be enabled to carry on the Coynage.</p>
    
    <p xml:id="par9">By the Indenture of the Mint<del type="over">,</del><add place="over" indicator="no"> (</add> is a contract between the <lb xml:id="l41"/>Crown and the Master &amp; Worker) some Officers of the Mint act in behalf <lb xml:id="l42"/>of the Crown as checks upon the Master, to see that he performes <lb xml:id="l43"/>his contract duly and endeavours that the money be well coyned, <lb xml:id="l44"/>and others act under him for performing that contract.</p>

    <p rend="indent0" xml:id="par10">By this Indenture the Warden pays the sallaries of the former <lb xml:id="l45"/>as also the charges of the dyet, and other necessarys employed in <lb xml:id="l46"/>and about the repairing the houses offices &amp; buildings that are requisite <lb xml:id="l47"/>to carry on that service.</p>
    
    <p xml:id="par11">These are the necessarys within the 3500<hi rend="superscript">li</hi>. per annum. <lb xml:id="l48"/>Out of the overplus <del type="cancelled">the Master</del><add place="supralinear" indicator="no">are</add> defray<del type="over">s</del><add place="over" indicator="no">e</add><add place="inline" indicator="no">d</add> the charges of coyning the <lb xml:id="l49"/>Gold and silver monys, I mean the allowances made by Indenture <lb xml:id="l50"/>of 6<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi> per <choice><abbr>Lib.</abbr><expan>pound weight</expan></choice> for Gold, and 17<hi rend="superscript">s</hi>. <formula><math xmlns="http://www.w3.org/1998/Math/MathML"><mfrac><mn>1</mn><mn>2</mn></mfrac></math></formula> per <tei:choice xmlns:tei="http://www.tei-c.org/ns/1.0"><tei:abbr><tei:hi rend="overline">Lib</tei:hi>.</tei:abbr><tei:expan>pound weight</tei:expan></tei:choice> for silver monies</p>
    
    <tei:p xmlns:tei="http://www.tei-c.org/ns/1.0" xml:id="par12">as also the wooden work of the Mills, presses &amp; cutters and the <tei:lb xml:id="l51"/>nealing and blanching furnaces and the furnaces in the Melting <tei:lb xml:id="l52"/>houses which are always repaired by the direction of the master <tei:lb xml:id="l53"/>and the charges thereof placed to his <tei:choice><tei:abbr>acc<tei:hi rend="superscript">t</tei:hi>.</tei:abbr><tei:expan>account</tei:expan></tei:choice> according to the course <tei:lb xml:id="l54"/>of the Mint: as are also the charges of Assaying (viz charcoale <tei:lb xml:id="l55"/>aqua fortis, water silver, lead, cuppells, furnaces &amp;c) and those <tei:lb xml:id="l56"/>of reducing the Gold and Silver to standard by refining and allay. <tei:lb xml:id="l57"/>those <tei:del type="strikethrough">by</tei:del> of Assaying by virtue of the Clause in the Coynage acts <tei:lb xml:id="l58"/>and those of refining by a Clause in the Indenture.</tei:p>
    
    <tei:p xmlns:tei="http://www.tei-c.org/ns/1.0" xml:id="par13">These charges are placed in the master's account according to the <tei:lb xml:id="l59"/>course of the Mint, while the charges of repairing the buildings <tei:lb xml:id="l60"/>are placed in the Wardens <tei:choice><tei:abbr>acc<tei:hi rend="superscript">t</tei:hi>.</tei:abbr><tei:expan>account</tei:expan></tei:choice>; and the reason<tei:unclear reason="hand">s</tei:unclear> of this distinction <tei:lb xml:id="l61"/>seems to be that the master may be enabled to dispatch the <tei:lb xml:id="l62"/>coynage &amp; make delivery with all convenient speed <tei:del type="over"><tei:gap reason="illgblDel" unit="chars" extent="1"/></tei:del><tei:add place="over" indicator="no">a</tei:add>ccording <tei:lb xml:id="l63"/>to is covenants without staying for the consent or order of <tei:lb xml:id="l64"/>the other Officers or being restricted by the want of money, <tei:lb xml:id="l65"/>while the sallaries of the officers and the charges of providing <tei:lb xml:id="l66"/>&amp; repairing the buildings and other necessaries in the Warden's <tei:lb xml:id="l67"/><tei:unclear reason="hand" cert="low"><tei:choice><tei:abbr>acc<tei:hi rend="superscript">t</tei:hi>.</tei:abbr><tei:expan>account</tei:expan></tei:choice></tei:unclear> are limited to £3000 for preventing extravagance.</tei:p>
