Complains that promised pay increases have not materialised, and that after Bull and Gabriel le Clerk were promoted to second and third engraver respectively at £80 p.a. each [see MINT00063 (Mint 19/1/170-71)], le Clerk received this salary 'for about 7 years [...] tho he did not act or work for the Mint during that whole Time', so that all the labour fell to Bull. After 26 years' service Bull is now worse off than when he first joined the Mint.

Sheweth

That the sdsaid Sam: Bull has servd as an Engraver to the sd:said Mint since yethe Year 16967 being invited by yethe late Mr Harris in yethe time of yethe great Coynage, from a profitable business he was then engag'd in, withe promises of good encouragmt.encouragement and accordingly recd.received for yethe 1st. years service above 100li. wch.which yethe Officers were pleasd to declare he then very well deserv'd

That when yethe Coynage was expiring, other Gravers, who had been Employd were discharg'd, but yethe sdsaid Sam Bull was invited by yethe three principal Officers to continue, they promising to gett him an Establishmt.Establishment from yethe Trery.Treasury which was done accordingly, by a Warrt.Warrant for an allowance of 50li. ꝑper Ann to him, as a Probationer and that was afterwards advanced to 60li with an allowance upon every mony puncheon ytthat he made; and this continued to Mr. Harris his Death. That thereupon Mr. Croker, & yethe sd:said Bull were sent for by Sr.Sir IJohn Stanley & your Honour &c, who directed them to go on with yethe business promising at yethe same time to gett a new Patent, for Mr. Croker to be first Graver at 200li ꝑper ann, & for yethe sd:said Bull to be second Graver at 100li. ꝑper ann. But unhappily at this juncture, one Monsr. Le Clerc insinuating himself into favour, was appointed & pdpaid as third Graver for about 7 years, 80li ꝑper ann tho he did not act or work for ye.the Mint during that whole time, whereas yethe sd:said Bull in yethe same time gravd all yethe arms & yet recd.received no more than 80li ꝑper ann of yethe 100li. which was offer'd to him at first by all yethe three principal Officers That yethe said Bull since his Majesties accession has had more business than before, by yethe Augmentation in yethe Royal Arms, but without any consideration That yethe sd:said Bull paying Taxes, & having very little perquisites by medals, puncheons or otherwise, has less encouragmt.encouragement than at his first coming into yethe Mint, tho he has now spent about 26 years in yethe service (being yethe best part of his life) which with all submission cannot but be thought an extraordinary hardship and discouragment That during his whole service this Memorialist never recd.received any complaint agst.against him, but on yethe contrary 16696humbly hopes, that he has at all times acquitted himself in his Station, with skill, diligence & fidelity. Therefore your Memorialist most humbly beseeches your Honour to whom his whole service & behaviour are well known, that you'd please to take his case into your serious & speedy consideration, that one, who modestly speaking might have gain'd a hansom Livelyhood in a private Capacity may not after an unblamable service of 26 years, hardly gett his Bread in yethe service of yethe Crown who is Your Honrs.Honours most Obedient & most humble servtservant Sam: Bull The 14th.
