    <p xml:id="par3"><hi rend="large">I</hi>n obedience to your Lordships Order of reference of <lb xml:id="l2"/><hi rend="large">A</hi>ugust 5<hi rend="superscript">th</hi> and 10<hi rend="superscript">th</hi> wherein Wee are directed to consider <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> qualification <lb xml:id="l3"/>of Co<hi rend="overline">ll</hi> Parsons, M<hi rend="superscript">r</hi> Croker M<hi rend="superscript">r</hi> Ross and M<hi rend="superscript">r</hi> Fowler to succeed M<hi rend="superscript">r</hi> Harris <lb xml:id="l4"/>in the place of Graver of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint, Wee humbly lay before your Lordship that <lb xml:id="l5"/>the Master of the Mint considering what inconveniency the Mint lately <lb xml:id="l6"/>suffered and may againe suffer by taking in Cutters of seales into the chief <lb xml:id="l7"/>Graver's place, did upon his succeeding M<hi rend="superscript">r</hi>. Neale put a Clause into the <lb xml:id="l8"/>Indenture then made between <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Crown and himself, whereby the <lb xml:id="l9"/>Gravers sallary of 325<hi rend="superscript">L</hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> upon the next voydance of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> place <lb xml:id="l10"/>should cease in order to a new establishment, For the Roetiers brought <lb xml:id="l11"/>up no new Gravers under them, and M<hi rend="superscript">r</hi> Harris who succeeded them <lb xml:id="l12"/>being a Cutter of Seales and not skilled in that sort of Graving <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is proper for <lb xml:id="l13"/>the money, Imployed M<hi rend="superscript">r</hi>. Croker to do all that work for an allowance <lb xml:id="l14"/>of 175<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> and retained to himselfe <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Remaining 150<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> and M<hi rend="superscript">r</hi>. <lb xml:id="l15"/>Croker was not bred up in the service of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint, but now by long practice <lb xml:id="l16"/>he workes very well, and wee are humbly of Opinion that he is the fittest <lb xml:id="l17"/>person to be made first Graver of the Mint.</p>
    
    <p xml:id="par4">It is humbly proposed therefore for the advantage and security <lb xml:id="l18"/>of the Coyn against Counterfeiting that there should be a sett of Gravers <lb xml:id="l19"/>Constantly brought up in the Mint who haveing once attained to <lb xml:id="l20"/>perfection may keep their Art amongst themselves and propagate it <lb xml:id="l21"/>to Probationers or Apprentices &amp; be succeeded by them For which end <lb xml:id="l22"/>Wee humbly propose that M<hi rend="superscript">r</hi>. Croker be now made the first Graver <lb xml:id="l23"/>of the Mint with a salary of 200<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> for maintaining himselfe <lb xml:id="l24"/>and a servant to fire and polish the Dyes and turn the press, and <lb xml:id="l25"/>be allowed that part of the Gravers house in <choice><abbr>w<hi rend="superscript">ch</hi>.</abbr><expan>which</expan></choice> he now lives and <lb xml:id="l26"/>that M<hi rend="superscript">r</hi> Samuell Bull who is now a Probationer and has a salary <lb xml:id="l27"/>of 60<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> be made second Graver of the Mint <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> a salary <lb xml:id="l28"/>of 80<hi rend="superscript"><hi rend="overline">l</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>A<hi rend="overline">nn</hi></abbr><expan>Annum</expan></choice> if your Lordship shall approve thereof, and be

    allowed the other part of the Graver House, and that <del type="strikethrough">M<hi rend="superscript">r</hi> Le Clerc <lb xml:id="l29"/>be taken int oteh third place and be allowed also a salary <lb xml:id="l30"/>of 80<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr><hi rend="overline">an</hi></abbr><expan>annum</expan></choice> and</del> two Roomes <del type="strikethrough">to lodge and Work in</del> over the great <lb xml:id="l31"/>Press Room and over M<hi rend="superscript">r</hi> Crokers shop <add place="supralinear" indicator="yes">be reserved for a third Graver or Apprentice to lodge &amp; work in</add> <del type="blockStrikethrough"><del type="strikethrough">And that the salaries <lb xml:id="l32"/>of M<hi rend="superscript">r</hi> Croker and M<hi rend="superscript">r</hi> Bull Commence from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> death of M<hi rend="superscript">r</hi> Harris, <lb xml:id="l33"/>but</del> by reason of the charges <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> the Mint has been at by the da<choice><orig>m̄</orig><reg>mm</reg></choice>ages <lb xml:id="l34"/>done by the great winds last Autumn, wee are humbly of opinion <lb xml:id="l35"/>that for saving money to defray those Charges the salary of M<hi rend="superscript">r</hi></del></p>
        
    <p xml:id="par5">Collonel Parsons <add place="supralinear" indicator="yes">&amp; M<hi rend="superscript">r</hi> Fowler</add> doe<del type="cancelled">s</del> not grave <add place="inline" indicator="no">t</add>h<del type="over">i</del><add place="over" indicator="no">i</add>msel<del type="over">f</del><add place="over" indicator="no">v</add><add place="inline" indicator="no">es,</add> <del type="strikethrough">but only employs good</del><add place="supralinear" indicator="no">but imploy others</add> &amp; for <lb xml:id="l36"/>that reason are less fit for <del type="strikethrough"><choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> business</del> the service of the Mint. M<hi rend="superscript">r</hi> le Clerc <lb xml:id="l37"/>is a quick &amp; skilfull Fraver, but we humbly desire more time to consider of <lb xml:id="l38"/>filling the third Gravers place.</p>
    
    <p xml:id="par6"><del type="strikethrough">And whereas M<hi rend="superscript">r</hi> Harris <del type="cancelled"><unclear reason="del">held</unclear></del></del></p>
        
    <p xml:id="par7">Besides <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> place of <del type="over">g</del><add place="over" indicator="no">G</add>raver of <del type="strikethrough">of Seale</del> to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint M<hi rend="superscript">r</hi> Harris <del type="strikethrough">had another</del> <lb xml:id="l39"/><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> was also Graver of seales to her Majesty <del type="cancelled">&amp;</del> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is no part of the constitu<lb xml:id="l40"/>tion of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint &amp; M<hi rend="superscript">r</hi> Ross desires to succeed M<hi rend="superscript">r</hi> Harris only in this <lb xml:id="l41"/>place &amp; by a seale <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he has graved for the Dutchy of Lancaster he <lb xml:id="l42"/>seems qualified for <del type="strikethrough">this place</del> it.</p>
    
    <p xml:id="par8"><del type="strikethrough">We further</del><add place="supralinear" indicator="no">I humbly beg leave to</add> lay before <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> that the Gravers for their <lb xml:id="l43"/>encouragement &amp; for restraining the liberty of <del type="cancelled"><unclear reason="del" cert="medium">g</unclear></del> making Medals <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <add place="inline" indicator="no">t</add>he<del type="cancelled">r</del> <lb xml:id="l44"/><del type="strikethrough">Maj<hi rend="superscript">ts</hi></del> Effigies <add place="supralinear" indicator="yes">of the King or Queen</add> have by a clause in their Patent been allowed &amp; all other <lb xml:id="l45"/>prohibited to make <add place="supralinear" indicator="yes">&amp; sell</add> such Medals:
    
        <del type="blockStrikethrough"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> privilege <add place="supralinear" indicator="yes">has sometimes been granted to <del type="strikethrough">forreigners &amp;</del> strangers &amp;</add> is no part of the <choice><sic>consitution</sic><corr>constitution</corr></choice> of <lb xml:id="l46"/>the Mint. <del type="strikethrough">For by having been</del> For by that constitution <del type="strikethrough">of the Mint</del> the Master <lb xml:id="l47"/>&amp; Worker <del type="strikethrough">coyns</del> imploys <add place="supralinear" indicator="yes">not the Graver but</add> the Moneyers to coyne <del type="strikethrough">all such coynes as</del><add place="supralinear" indicator="no">whatever</add> the <lb xml:id="l48"/>government has occasion for, whether money, medals or healing pieces, <lb xml:id="l49"/><del type="strikethrough">being <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del></del> the weight, allay &amp; form of the coyn being first app<del type="strikethrough">roved</del><add place="supralinear" indicator="no">ointed</add> by her <lb xml:id="l50"/><choice><abbr>Majty</abbr><expan>Majesty</expan></choice> <add place="supralinear" indicator="yes"><del type="strikethrough">by advice of the Council</del> <add place="lineBeginning" indicator="no"><unclear reason="copy">&amp;</unclear> the</add> Graver only making the stamps</add>. And if <del type="strikethrough">it be thought fit</del> for <del type="strikethrough">avoyd</del> saving <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">h</add>er Majesty <del type="strikethrough">the <gap reason="illgblDel" unit="chars" extent="3"/> &amp; the <lb xml:id="l51"/>Council</del> <add place="supralinear" indicator="yes">&amp; the Council</add> the trouble of <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="2"/> approving ordering</del><add place="supralinear" indicator="no"><del type="strikethrough">considering &amp;</del> <add place="supralinear" indicator="no">giving order</add></add> <add place="supralinear" indicator="no"><del type="strikethrough">for</del> about</add> such Medals as <del type="strikethrough">her Maj<hi rend="superscript">ty</hi></del><add place="supralinear" indicator="yes"><del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="3"/> her <unclear reason="del" cert="low">Majesty</unclear></del><add place="supralinear" indicator="no">the Government</add></add> has <lb xml:id="l52"/>no occasion for, <add place="supralinear" indicator="yes">&amp; for encouraging the Gravers to improve themselves</add> it be thought fit to continue <add place="supralinear" indicator="yes">the said <del type="strikethrough">clause in</del></add> the Gravers <del type="strikethrough">Patient</del><add place="supralinear" indicator="yes">privilege to the</add> we are <lb xml:id="l53"/>humbly of opinion that he be obliged to set his name or the first letters <lb xml:id="l54"/>thereof upon his own Medals &amp; not to disperse any of them till a <lb xml:id="l55"/>specimen has been shewed <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice>, or <add place="supralinear" indicator="yes">that he</add> be otherwise as <del type="strikethrough"><choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> Lo<hi rend="superscript">p</hi></del> <lb xml:id="l56"/><add place="lineBeginning" indicator="yes">her <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice></add> shall think fit</del></p>
        
    <p xml:id="par9"><del type="blockStrikethrough">And <del type="strikethrough">we are further of opinion</del> that the Gravers be obliged by a clause in <lb xml:id="l57"/>their constitution to make such <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <del type="over">d</del><add place="over" indicator="no">D</add>raughts <del type="cancelled">Dyes <gap reason="illgblDel" unit="chars" extent="1"/></del> Embosments, Puncheons &amp; Dyes as <lb xml:id="l58"/>the Master &amp; Worker shall direct for dispatching the coynage according to the <lb xml:id="l59"/>ancient constitution of the Mint.</del></p>
        
    <p xml:id="par10">And this Office of Medal-maker to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Crown has been sometimes <del type="strikethrough">rewarded</del><add place="supralinear" indicator="no">encouraged</add> <lb xml:id="l60"/>by a large salary out of the Civil list, &amp; sometimes granted to strangers &amp; is as <lb xml:id="l61"/>part of the <del type="over">c</del><add place="over" indicator="no">C</add>onstitution of the Mint. For by the <del type="strikethrough">ancient</del><add place="supralinear" indicator="no">ancient</add> constitution of the <lb xml:id="l62"/>Mint the Master &amp; Worker imploys not the Graver but the Moneyers <lb xml:id="l63"/>to coyne whatever the government has occasion for whether money <lb xml:id="l64"/>medals <lb xml:id="l65"/>or healing pieces, the weight allay &amp; form of the <del type="strikethrough">coyn</del> <add place="supralinear" indicator="yes">money &amp; medals</add> being first appointed by

    <del type="blockStrikethrough">Now if it be thought <lb xml:id="l66"/>fit to continue th<del type="over">is</del><add place="over" indicator="no">e</add> <add place="supralinear" indicator="yes">Privilege or</add> Office of Medalmaker to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Cowns in the Gravers of <lb xml:id="l67"/>the Mint.</del>
        
        Now if for saving her <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> &amp; the Council the trouble of <del type="strikethrough">appoin</del> <lb xml:id="l68"/>giving <del type="strikethrough">particular</del> Orders about such Medals as the <choice><abbr>governm<hi rend="superscript">t</hi></abbr><expan>government</expan></choice> has no occasion for <lb xml:id="l69"/>&amp; for encouraging the Graver to improve themselves &amp; to <del type="strikethrough">stay with us without</del> <lb xml:id="l70"/>be content with less salaries it be thought fit to continue this Office or Privileg<supplied reason="copy">e</supplied> <lb xml:id="l71"/>to the Gravers: we are humbly of opinion that the Graver <del type="strikethrough">may</del> be obliged <lb xml:id="l72"/>to set his name or the first letters thereof upon <del type="strikethrough">the Medals</del> his own <lb xml:id="l73"/>Medals <del type="cancelled">&amp; </del><del type="strikethrough">to not to</del> <add place="supralinear" indicator="yes">to distinguish them from Medals made by the Queens Mint &amp; that he <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">m</add>ay be restrained from</add> dispers<del type="over">e</del><add place="over" indicator="no">in</add><add place="inline" indicator="no">g</add> <del type="strikethrough">any of</del> them <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>efore a specimen of them has <lb xml:id="l74"/>been shewed to your Lordship or <add place="supralinear" indicator="yes"><del type="strikethrough">that he</del></add> be otherwise limited as her <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> shall <lb xml:id="l75"/>think fit. <del type="strikethrough">But if</del> And if it <add place="supralinear" indicator="yes">should</add> be thought fit <del type="strikethrough">to restrain him from coyning <lb xml:id="l76"/>any <add place="supralinear" indicator="yes"><del type="strikethrough">sort of</del></add> Medals relating to state affairs</del> <add place="supralinear" indicator="no"><add place="lineBeginning" indicator="no">upon</add> <del type="strikethrough">upon</del> any <del type="strikethrough">occasion emergent</del><add place="supralinear" indicator="no">emergent</add> occasion<del type="cancelled">s</del> to restrain him,</add> I am <del type="strikethrough">well</del> ready to coyn such <add place="supralinear" indicator="yes">Medals</add> as her <lb xml:id="l77"/><choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> <del type="strikethrough"><add place="inline" indicator="no">by</add> shall <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> by advice of Council</del> shall <del type="strikethrough"><del type="cancelled">be</del> appointed</del><add place="supralinear" indicator="no"><del type="strikethrough">the</del> Order</add>, <del type="cancelled">&amp;</del> as in the case of <lb xml:id="l78"/>Coronation Medals &amp; <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">to</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">d</add>eliver <add place="supralinear" indicator="yes">any number of</add> them to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order<del type="over">,</del><add place="over" indicator="no">.</add> <del type="strikethrough">or to act as <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice></del> <lb xml:id="l79"/>But should the Gravers <add place="supralinear" indicator="yes">melting &amp;</add> coynage be made a part of the constitution of the <lb xml:id="l80"/>Mint, the alteration in the constitution would be a fundamental one &amp; might <lb xml:id="l81"/>tend to confusion</p>
