<p xml:id="par3">Vpon <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Reference of the 7th of August last con<lb type="hyphenated" xml:id="l2"/>cerning the qualifications of the Petitioners for the Weigher &amp; Teller's <lb xml:id="l3"/>place I humbly conceive it <del type="strikethrough">not rem<unclear reason="del" cert="low">ain</unclear> from <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> business as Officers of the <lb xml:id="l4"/>Mint</del><add place="supralinear" indicator="no">my duty</add> to give your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> what light <del type="strikethrough">we</del><add place="supralinear" indicator="no">I</add> can into the matter by <lb xml:id="l5"/>laying before <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> faithfully &amp; according to the best of <del type="cancelled"><gap reason="illgblDel" extent="1" unit="chars"/></del><add place="lineEnd" indicator="no">my</add> <lb xml:id="l6"/>knowledge or information the qualifications &amp; services of the Petitioners <lb xml:id="l7"/>in Mint affairs: in <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> respect one of them at least deserves in justice <lb xml:id="l8"/>a particular character. M<hi rend="superscript">r</hi> Haynes has been in the Mint about fourteen <lb xml:id="l9"/>years except two short intermissions &amp; while he acted there had a <lb xml:id="l10"/>general reputation amongst us for integrity sobriety good humour &amp; <lb xml:id="l11"/>readiness in business. He has a steady hand, writes very fairly, is a very <lb xml:id="l12"/>good Accomptant &amp; skilled in all the business of the Mint &amp; in the Recoyn<lb type="hyphenated" xml:id="l13"/>age instructed the Officers &amp; Clerks of the five Country Mints &amp; did other <lb xml:id="l14"/>great service. For these reasons the Officers of the Mint (M<hi rend="superscript">r</hi> Neale, <lb xml:id="l15"/>M<hi rend="superscript">r</hi> Hall &amp; my self) then recommended him earnestly to the Lords <lb xml:id="l16"/><choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of his <choice><abbr>Maj<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> Treasury as a fi<supplied reason="blot">t</supplied> person to execute the Office of <lb xml:id="l17"/>Comptroller under the two late Comptrollers in that time of great <lb xml:id="l18"/>business &amp; when the Comptrollers insisted on M<hi rend="superscript">r</hi> Berisford a stranger, <lb xml:id="l19"/>M<hi rend="superscript">r</hi> Haynes was appointed to take care of the Comptrollers business till <lb xml:id="l20"/>M<hi rend="superscript">r</hi> Berisford could qualify himself. Since the Recoynage M<hi rend="superscript">r</hi> Haynes <lb xml:id="l21"/>has been imployed in the Excise Office about two years by M<hi rend="superscript">r</hi> Hall <lb xml:id="l22"/>above mentioned who is able to give a further character of his abilities <lb xml:id="l23"/>&amp; behaviour in both offices. Yet M<hi rend="superscript">r</hi> Neale in recompence of his ser<lb type="hyphenated" xml:id="l24"/>vices &amp; of his examining &amp; setling the accompts of the five Country <lb xml:id="l25"/>Mints continued him his Clerk with a salary of 100<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> an duely paid <lb xml:id="l26"/>till his death December 99: <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> salary being now ceased M<hi rend="superscript">r</hi> Haynes has <lb xml:id="l27"/>nothing remaining in lieu of a setled business <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> as he represents was <lb xml:id="l28"/>of more profit &amp; <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> at the instance of some of the principal Officers <lb xml:id="l29"/>of the Mint he quitted to serve the publick in the Recoynage in hopes <lb xml:id="l30"/>of being further considered when there should be an opportunity, so that at <lb xml:id="l31"/>present he <del type="strikethrough">accounts himself</del><add place="supralinear" indicator="no">is</add> a loser of that service<add place="inline" indicator="no">.</add> <del type="strikethrough">even tho his Clerk's <lb xml:id="l32"/>place in the Excise Office should be recconned into the bargain.</del> By reason of <lb xml:id="l33"/>his abilities I have ever since wished for him back into the Mint, and if he

If any of the principal <lb xml:id="l36"/>Officers or their Clerks or Deputies should at any time dye or leave <lb xml:id="l37"/>the Mint, M<hi rend="superscript">r</hi> Haynes is qualified to assist till the place can be <lb xml:id="l38"/>supplied anew that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> business of the Mint receive no stop, &amp; upon <lb xml:id="l39"/>any extraordinary occasion to help in <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> Accomps or other business <lb xml:id="l40"/>of the Office of Receipt. for we want men of skill. <add place="lineEnd interlinear" indicator="no">These things <lb xml:id="l41"/>I represent humbly conceiving it for the service of the Mint, to encourage &amp; imploy <lb xml:id="l42"/>those who by their past services appear best qualified to serve in it.</add></p>

<p xml:id="par6"><space dim="vertical" unit="lines" extent="4"/>The principal business of the Weigher &amp; Teller is to weigh the Ingots <lb xml:id="l46"/><add place="lineBeginning supralinear" indicator="yes">of Gold &amp; Silver</add> from the Importers into the Custody of the Warden Master &amp; Comptroller <lb xml:id="l47"/>who enter the <del type="strikethrough">same</del><add place="supralinear" indicator="no">weight</add> in their books &amp; by that weight deliver the Ingots <lb xml:id="l48"/>to the Melter &amp; after coynage thereof he weighs it from the Monier <lb xml:id="l49"/>to the said three Officers &amp; from them to the Importers by the same weight <lb xml:id="l50"/>justly distributed according every mans share &amp; proportion that there be no <lb xml:id="l51"/>occasion of complaint to the discredit of the Mint &amp; discouragement of Importers <lb xml:id="l52"/>to whom I am answerable for their Bullion &amp; whose satisfaction is <lb xml:id="l53"/>my Interest.</p>
